Equality as an ideal has always been the eternal pursuit of human society.Every generation hopes to change inequality in real life through their own efforts to achieve social justice and justice.Since the founding of New China,our party and government have made unremitting efforts and struggles for the equality of the broadest number of people.However,due to the limitations of special historical conditions at that time,the urban-rural dual household registration system has been implemented in urban and rural management and social governance.The reform of the household registration system has become one of the urgent problems in China's comprehensive deepening of reforms.The launch of the "Promotion of the Settlement of 100 Million Non-Household Registration Populations in Cities" in October 2016 marks the acceleration of the household registration system reform.In the direction of reform,this plan is not only aimed at the limitation of population flow,but also to change the benefit distribution mechanism based on household registration,strive to achieve the full coverage of basic public services to urban residents,and establish a more fair,just and people-oriented population management system.Against this background of reform,the policy of equal rights for rent and sale,as a new attempt to break the existing dilemma of the household registration system reform,is conducive to breaking through the bottleneck of the household registration system reform.Its advantage is to separate the public service and social security attached to the household registration,realize the citizenization of the floating population,and eliminate the social inequality caused by the household registration system.However,there are still some problems in the implementation of the policy,which requires us to put forward possible solutions to the problems in the specific implementation of the policy.This paper is divided into four chapters.The first chapter defines the scope of household registration system reform and the policy of rent and sale with the same rights,and expounds the causes,meaning and reform process of household registration system reform,as well as the main content and the main content of the policy of rent and sale with the same rights.This paper puts forward the main function and breakthrough of the policy of rent and sale with the same rights to the reform of the household registration system from the perspective of equal rights.Through the policy,the discriminatory social welfare attached to the household registration is gradually separated,so as to realize the protection of equal rights.The second chapter mainly discusses the implementation effect and existing problems in the practice process of the policy.By combining the current situation of the implementation of the policy in Guangzhou,Beijing,Shanghai,Shenzhen and other big cities,and the legal provisions on the protection of the lessee's rights involved in the policy,the paper puts forward that the current policy of the same right of lease and sale in China can promote the flow of talents and promote the equal and reasonable division of social resources But there are still some problems,such as the lack of social resources,the lack of legal enforcement measures and the lack of law enforcement supply.In the third chapter,combined with the beneficial experience of foreign housing rental market,we try to find a solution to the problem of better and faster implementation of China's rent and sale right policy at this stage.Based on the above research,the fourth chapter puts forward the following three aspects to promote the better implementation of the policy.First of all,adhere to the concept of people-oriented,respect and protect the equal right to development of citizens as the starting point and foothold of all policies and laws;Secondly,we need to improve the construction of supporting legal systems,improve the quality of legislation,and improve the norms of lease contracts and the laws and regulations of the housing rental market;finally,we need to strengthen the construction of the law enforcement capacity of the government,improve the law enforcement agencies,increase the supply of social resources,promote the equalization of public services,and strengthen the supervision capacity of the rental market.In the hope that these ideas can provide some help to the implementation of the policy of leasing and selling the same rights,so as to achieve a breakthrough in the reform of the household registration system,realize the fairness and justice of residents'identity and benefit sharing,and effectively protect the equal rights of every citizen.
