According to statistics,one out of every thousand newborns in China suffers from congenital deafness and birth defects,which increases the number of hearing impaired newborns by at least 30,000 every year.Due to the lack of verbal stimulation,hearing impaired children cannot establish normal language learning in the most critical stage of language development at the age of 2-3,which may lead to language impairment,low social adaptability,attention deficit and learning difficulties,as well as other psychological and behavioral problems,bringing huge burden to families and society.Therefore,the research on this group not only concerns these families,but also concerns the fairness of education and social development,which has very important practical significance.Taking yangzhou city as an example,the author learned about the current status of preschool education management of hearing-impaired children in yangzhou city through investigation,and put forward relevant Suggestions.This paper is divided into five parts.The first part is the introduction,which elaborates the research background,research significance,and elaborates and evaluates the research status at home and abroad.The second part is related concepts and theories.It defines the hearing-impaired children and puts forward the theoretical basis for analyzing the problems with the theories of public management and educational equity.The third part makes a comprehensive and in-depth investigation and analysis of the current situation of preschool education management for hearing-impaired children in yangzhou urban area,and explains the role and specific measures of the government in the implementation of the strategy.The fourth part points out the crux of preschool education management for hearing-impaired children in yangzhou and analyzes the reasons.The fifth part,aiming at the problems,puts forward the countermeasures and Suggestions to improve the preschool education management of hearing-impaired children in yangzhou,so as to improve the efficiency of preschool education for hearing-impaired children.In yangzhou city,analyzing the present situation and problems of the deaf children's pre-school education management to participate in the hearing impaired children the rehabilitation of the preschool education institutions,special-education respectively to study the ordinary kindergarten teachers,and parents,combined with the collected data,analysis of the present government for yangzhou city deaf children's pre-school education problems of the formulation and implementation of related policies,from the legal system,organization construction,curriculum,faculty,family education aspects of how to improve the government's public policy recommendations,and promote the health of the yangzhou city deaf children's pre-school education,sustainable development,to help the deaf children to better integrate into society.
