Study On Information Resources Sharing Of Chinese Government

As the advance of service-oriented government,under the background of national big data strategy,to strengthen resource sharing has become a main advance to alter traditional ruling pattern,to reinforce government credibility,to improve administration efficiency and to promote service level.Under the guidance of integral administration theory and public administration theory,the paper mainly discusses the issue of government resource sharing using data analysis and comparative analysis.Firstly,some conceptions related to government resource sharing are explained in details.Then the paper introduces the current development of Chinese government information resource sharing.On top of that,the paper discusses the current situation of government information resource sharing,pointing out some problems arising during the developing process.The causes for the problems are mainly discussed from the perspectives of government sharing theory,resource sharing energy,sharing system mechanism,benefits conflicts between different department and law system construction.In order to maintain the high-speed development of resource sharing,the solution is accordingly discussed from the following aspects:to reinforce the information sharing concept,to strengthen the top-level design,to maintain the sharing running mechanism,to improve the governance system and to process the legal system construction.The study indicates that the construction of Chinese government resources sharing is logical following the trends of current development.It learns from the experience of developed countries and is shaped by the modernized governing under the big data background.In order to advance e-governance construction and to maintain the running of government resources sharing,the key is to enhance the concepts,to unblock the channel and to reinforce the legal system.Therefore,the general government should make overall plans and strengthen the top-level design.Nowadays,the information sharing development in our country still remains in the period of transition.Only by enriching the study,strengthening the practice,and learning from other countries,can we build a government resources sharing method with Chinese characteristics,so as to enhance service-oriented government construction and to improve citizens' happiness.
