With the conversion of government function and the constantly going deep into E-Government construction, taking citizen as centre, providing one station service, realizing the cooperation and collaboration among the departments of government become the most urgent requirement and challenge. The Chinese government information construction has experienced two decades, the nation has invested a large amount of financial funds, however due to various standards, separate way of doing business, lacking of connections and effective arrangement, there has been more and more"information island", which leads to difficulty of the sharing of abundant information resources, and separates internal connections between different departments in business. In order to solve these problems, apart from the basic technological way, the most important thing is to perfecting the system, reinforcing the management, and promote the integration of government information resources, which can realize the connections and sharing of government information resources, improve the level of resources sharing and effectiveness of utilization.In the process of integrated sharing of government information resources, the government department and its staff are not only the major participants, but also one of the essential successful elements of the integrated sharing of government information resources. So in order to promote the integrated sharing of government information resources effectively, necessary actions should be taken, which will stimulate government to take right behaviors and restrict it to take wrong actions.This paper is just about the problems above. From the angle of interest analysis, it takes the driving effect of government interest in the process of integrated sharing of government information resources as research object, and on the basis of deep analysis of the positive and negative influences on government behavior of government interest, it makes creative and groping research on how to improve integrated sharing of government information resources.The main contents are as follows:1. An integration management mode of government information resources is advanced according to the theory of integration.2. The positive and negative influences on government behavior of government interest in the process of integrated sharing of government information resources are investigated in detail, including roles of the government department and its staff and conflict of interest among them, the influences on government interest of information integrated sharing and the driving effects on government behaviors it leads to.3. The practice and development course of government information resources construction and sharing in domestic and abroad is investigated further, the lacking of interest driving effects in the process of integrated sharing of government information resources in China is analyzed and the successful experiences of developed country such as America, England and Singapore are summarized.4. On the basis of analysis above, the measures on how to stimulate government to take right behaviors and restrict it to take wrong actions is discussed, and a prompting mechanism which bases on interest driving effects is built, which includes the exploitation mechanism of information resources which is on the basis of information demand, the classifiable mechanism of information resources sharing, the distributing mechanism of alliance proceeds and the gradualism mechanism of integrated sharing of government information resources. And some concrete policy advices on how to improve the integrated sharing of government information resources are proposed.
