The One Project One Discussion Financial Subsidy is a key task of the rural comprehensive reform.It is an important topic for exploring and innovating the rural system and mechanism,and also an important content of the construction of village level public welfare undertakings.The implementation of the policy is of great significance to improving the living conditions of rural production and improving the living standard of farmers.Through studying the implementation of the policy and the effect of policy implementation,this paper finds that there are some problems in current policy implementation,such as unscientific project planning,low level of organization and management,low participation of villagers,and insufficient guidance and driving role.This paper uses the Smith model to find out the factors that affect the implementation of the policy and analyze the cause of the problem.And then put forward targeted and operable suggestions,including:Formulate Guiding Opinions on project planning;Build up a supporting platform for policy integration;Improve the incentive mechanism of assessment;Improve the organization and staffing;Strengthen multi sector collaboration;Set up the system of classification training and counterpart guidance;Use information systems;Increase publicity;Train the consciousness of management and protection;Play the role of supervision;Encourage multiple forces to participate;Strengthen the collective economy of the village;Show the results.In order to achieve the goal of policy,to correct the deviation in policy implementation,to improve the effectiveness of policy implementation,and to do a good job in the construction of public welfare undertakings at the village level.
