Since 2008,as an open city along the river approved by the state council,Huangshi is also a sub-central city in Wuhan urban circle,which is stepping into the fast track of development.With the continuous expansion of investment in Huangshi economic and technological development zone,the demand for labor also increases greatly,and the problem of labor shortage becomes more and more prominent.Government fully focused on the needs of the development of industry,in order to deepen the reform of the human resource supply side structural as the main line,in order to improve the quality as the main direction,human resources supply system by using advanced talent introduction and cultivation,security system,condensing numerous new from Huangshi power Yellowstone,provide convenience for the floating population in Yellowstone employment entrepreneurship and support key enterprises to hire workers.Based on the research results of other experts and scholars,this paper investigates the problem of labor shortage in key enterprises in recent years and analyzes the reasons.This article mainly stands in the government's Angle to the key enterprise labor shortage problem carries on the management governance research,with Huangshi city key enterprise labor shortage government governance to analyze.On the basis of previous government governance in Huangshi city,this paper continues to improve the deficiencies in government governance and provides effective countermeasures and Suggestions for other local governments to solve the problem of enterprise labor shortage.The author di'vides into four chapters to discuss:the first chapter introduction,proposed the research background,the question and the frame of this paper;Chapter two analyzes the reasons for the shortage of labor in key enterprises in Huangshi city.The third chapter describes the relevant measures and limitations of the government's governance of the labor shortage of key enterprises in Huangshi city.Chapter four,from the perspective of "management governance" of the government,puts forward the measures and results of government governance of labor shortage in key enterprises.The author believes that to solve the problem of labor shortage in key enterprises,the local economic development should be regarded as the operation behavior of the city,and the investment and employment environment of the city should be fully improved.Secondly,the government should adjust the local industrial structure through macro-control and deepen the supply-side structural reform of human resources.Finally,the government to improve the regulatory functions of the enterprise,and constantly improve the quality of life of migrant workers,strengthen the vocational training of migrant workers,migrant workers the ability to work and work efficiency,protect the legitimate rights and interests of migrant workers as much as possible,continuously introducing technology talents,promote the steady and fast growth of the regional economy.
