Research On The Poverty Measurement Of Disabled Persons And Its Influencing Factors

With the accelerating proceeding of building a well-off society in an all-round way,the poverty issues for the disabled has become increasingly prominent.Due to their physical disorders,people with disabilities experienced more obstacles in their lives compared with the ordernary people,which extremely deteriorates the situation.Although the proposal of targeted poverty reduction has pointed out the direction for alleviating the problems of poverty for the handicapped,the main problem is the lack of understanding and grasping of the poverty of the disabled.Therefore,it is of theoretical and practical significance to study the poverty measurement of the disabled and their poverty factors.Based on the survey data of the basic service status and demand of the disabled in Jiangsu,this study uses two methods of income poverty and multidimensional poverty method to measure the poverty situation of the disabled in Jiangsu Province,and makes a comparative analysis on the results of the measurement.In the calculation of income poverty method,different income standards in urban and rural areas were calculated.On the multi-dimensional poverty index of the disabled,this study selects five indexes reflecting the life of the disabled in two aspects of the individual and the family: education,employment,medical insurance,income and housing.In the process of using the AF method to estimate the multidimensional poverty of the disabled,we analyze the calculation results of the four kinds of critical values and the two weights in order to select reasonable weights and critical values.Further,combined with the existing research and data characteristics,Binomial Logistic regression models were used to analyze the important factors affecting the income and multidimensional poverty of the disabled.The results show that:(1)In the calculation method,compared with the traditional method of calculating the income as the only standard,the multidimensional poverty calculation method under the equal dimension weight has a higher coverage for the disabled,and it can consider the living poverty of the disabled from many aspects.(2)The final calculation results of income and multidimensional poverty show that the poverty of rural disabled people is more serious.However,the incidence of poverty among urban disabled people is also at a relatively high level.(3)The decomposition of poverty indicators shows that the incidence of poverty on the indicators of education and employment is higher,the education level of the disabled is generally primary and below.(4)The regression results found that participation in medical insurance will increase the probability of income poverty for the disabled;with the improvement of education,the probability of poverty of the disabled is reduced;As far as Jiangsu province concerned,the incidence rate of poverty in rural areas of northern part is higher compared with the southern part.(5)The model also shows that the other factors that may cause poverty of the disabled.The result displays gender,marital status,education background,employment status,the type and level of disability,accepting a rehabilitation service within a year,taking cultural and sports activities of rural or community organizations within one year,having more than one disabled in a family,locations all have significant influence on the disabled,and there are also significant differences between urban and rural areas.According to the above study,the following suggestions are made: Firstly,it is necessary to construct a multidimensional poverty identification system and benefits for the disabled should extend from the countryside to the town.Secondly,reduce the cost of medical insurance and increase the reimbursement ratio of rehabilitation projects in the basic medical insurance;Thirdly,provide more education opportunities for children of the disabled.Meanwhile,improve the employment rate of the disabled;Last but not the least,As to the group who is prone to poverty,a targeted poverty alleviation strategy need to be provided.Moreover,the authorities concerned also need to identify the extreme poor groups accurately,therefore,the efficiency of poverty alleviation funds could be enhanced.
