A Study On The Operation Of Financial Autonomy In Ethnic Areas

As a typical multi-ethnic country,China has always attached great importance to the management of ethnic minority areas,and through continuous in-depth management,it has accelerated the development of ethnic areas and promoted the process of the reunification of the Chinese nation.Zhou Dynasty set up "big pedestrian" to receive VIP guests from afar.Qin unified China,set up "Dian Ke" in the central government,and mastered "barbarian affairs".Since then,the Han,Tang,song,yuan and Ming dynasties have continued the management of ethnic minority areas and set up different institutions.In the Qing Dynasty,"Honglu Temple" and "Li Fan yuan" were set up to jointly manage Ethnic Minority Affairs.Since the founding of the people's Republic of China,in order to promote the equal development of all ethnic groups and change the previous political pattern of submission and tribute in ethnic minority areas,the Party Central Committee has created the system of regional autonomy of ethnic minorities.The financial autonomy of ethnic areas is an important part of the system of ethnic regional autonomy.As an important policy guidance of ethnic finance,it is related to the economic and social development of ethnic areas and the improvement of people's living standards.Especially in the new era,it is of great significance to realize the revitalization of rural areas,build a well-off society in an all-round way and promote the modernization of national governance.The Tujia and Miao Autonomous Prefecture in Western Hunan started from the brown Mi system in Five Dynasties and ten countries to the later chieftain system.The central government has been managing this area.According to the data of the sixth national census in 2010,the minority population is 1967096,accounting for 77.21% of the permanent population.When general secretary Xi Jinping visited Xiangxi in 2013,Xiangxi became the first place to promote "precision poverty alleviation".It is of special significance and importance to study Xiangxi's fiscal autonomy.However,through the previous investigation and data collection,the author found that most of the similar research articles focused on the perspective of economic law,while the study of national financial autonomy,there is little about Xiangxi Prefecture.Therefore,based on the local background of ethnic minority areas,this paper,from the perspective of financial autonomy in ethnic areas,selects Tujia and Miao Autonomous Prefecture in Western Hunan as the starting point to explore the current situation of the development of national financial autonomy,the economic,cultural and social impact,as well as analyze the current problems and put forward their own opinions.The first chapter of this paper is an overview of financial autonomy in ethnic autonomous regions,which is divided into four sections: the concept of financial autonomy in ethnic regions,the main content,the legal source and the significance of elaboration.It states some basic concepts,especially the legal and financial parts involved in the autonomy.The second chapter is an empirical analysis of the operation of financial autonomy in ethnic minority areas.It analyzes the financial situation,the operation of financial autonomy and the existing problems in Xiangxi Autonomous Prefecture,introduces the relevant financial data in recent years,and points outthat there are some problems such as lack of effectiveness of financial autonomy supervision in ethnic minority areas,unscientific financial system and lack of responsibility regulation in the operation of financial autonomy.The last chapter is about the strategy of promoting the sound operation of financial autonomy in ethnic areas.It puts forward three levels of countermeasures: improving the legal guarantee,optimizing the implementation guarantee mechanism and improving the operation supervision system.It should be noted that the author grew up in Xiangxi,studied in Xiangxi and worked in Xiangxi.Xiangxi has special feelings for the author.Therefore,through the research of this paper,the author hopes to arouse the attention of the government and the national autonomous regions to the financial autonomy,and the proposed strategies can provide some suggestions for the improvement of the operation of the financial autonomy of Xiangxi Autonomous Prefecture,and can also play a reference role in the operation and management of the financial autonomy of other ethnic regions.
