With the rapid development of social economy,the original national governance system is no longer suitable.The government should actively change its concept,realize the transition of government functions from "management" to "governance",give play to the important role of multiple social subjects,and create a new pattern of shared community governance.At this time,social organizations emerge as the times require.Relying on their own professional advantages,they are active in various fields of community grass-roots governance with their vigorous momentum,especially in promoting cultural prosperity,promoting people's livelihood needs,maintaining social stability and so on.Therefore,to effectively improve the ability and level of social organizations to participate in governance has a positive practical significance for the development of grass-roots community governance.This paper uses the theory of government failure and governance,interviews,questionnaires and other methods to study and analyze the development process,participation mode and effect of social organizations' participation in community governance in East Lake,It finds that social organizations are highly dependent on the government in terms of financing,lack of depth and breadth of participation in governance,low degree of social participation,lack of professional talents and politics The government's support to social organizations is insufficient,which is fundamentally restricted by the reasons such as the lack of self construction of social organizations,the weak sense of public participation and the imperfect laws and regulations.Based on this,this paper puts forward suggestions and Countermeasures to promote the future development of social organizations on the basis of foreign experience.The research results of this paper include:defining the self orientation of social organizations,giving full play to their professional advantages to provide paid services,and maintaining the independence of social organizations;broadening the channels and channels of democratic participation,creating a cultural atmosphere in line with social conditions and public opinion,and promoting the enthusiasm and initiative of social participation;improving the training and incentive system for professional talents,building the brand of social organizations,and improving The influence of social organizations;improve the legal status and fine management system of social organizations,implement.government supervision,public supervision and internal supervision,and promote the information disclosure and credibility evaluation system.
