Study On The Agricultural Technology Innovation Support Policy On Promoting The Increase Of Farmers` Income In Yan'an

The revitalization of agricultural industry is the cornerstone of the strategy of rural revitalization,and the innovative use of agricultural technology is an important hand to ensure the development of agricultural modernization and the revitalization of agricultural industry,The innovative use of agricultural technology is mainly the orderly development of agricultural technology innovation activities under the guidance of agricultural technology innovation supporting policies,It is an essential factor to promote the transformation and upgrading of agricultural industry and the supply-side structural reform of agriculture,and the supporting policy of agricultural technology innovation has planned the direction and development path of agricultural technology innovation.Yan'an is a backward area in agricultural development,with poor production conditions of agricultural resources and low level of agricultural technology innovation,By grasping the relationship between agricultural technology innovation policy and farmers' income of Yan' an,we can optimize the implementation of agricultural technology innovation policy and form the maximum growth promotion for farmers' income,the ultimate achievement of the local farmers well-off goals.This paper focuses on the agricultural technology innovation supporting policies and farmers' income in Yan' an,it based on the theory of complementarity of agricultural resources,the theory of public products and the theory of public policy process.At the same time,it analyzes the mechanism of the agricultural technology innovation supporting policy in Yan' an,and promote the increase of the farmers' income and the problems in the process of affecting the increase of farmers' income.It analyzes the promotion effect of agricultural technology innovation on farmers' income growth by empirical method,and puts forward corresponding countermeasures.Firstly,this paperanalyzes the theories of agricultural resources complementarity,public products and public policy process based on the supporting policy of agricultural technology innovation and the concept of agricultural technology innovation.Secondly,the causality between the agricultural technology innovation supporting policy and the farmers' income is determined from the mechanism,it analyzes the mechanism that the implementation of agricultural technology innovation support policy can increase farmers' income from three aspects: improving the quality of agricultural production factors,optimizing the combination of agricultural production factors and perfecting the agricultural technology subsidy policy.Thirdly,it analyzes the supporting policies of agricultural technology innovation in Yan' an and the current situation of farmers' income,considering that the supporting policy of agricultural technology innovation can promote the increase of farmers' income through five ways in the process of implementing: the policy of agricultural technology R & D,the policy of transformation of agricultural technology achievements,the policy of agricultural technology extension,the policy of agricultural technology subsidy and the policy of optimizing the structure of agricultural input.It also analyzes the problems in the process of agricultural technology innovation supporting policy promoting farmers' income growth in Yan' an.It is found that the implementation effect of the supporting policy of agricultural technology innovation is not significant,the level of agricultural technology innovation is not high,the industrial base of supporting policy of agricultural technology innovation is weak,and the supporting policy system of agricultural technology innovation is not perfect.Then,the paper analyzes the correlation between agricultural technology innovation and farmers' income in Yan' an,and concludes that the index of agricultural technology innovation has a strong contribution rate to the growth of farmers' income,it shows that agricultural technology innovation has a strong driving force for the increase of farmers' income,and it also shows that agricultural technology innovation supporting policy has a positive effect on the increase of farmers' income.And finally,on the basis of the reality of development in Yan' an,this paper puts forward some suggestions on the formulation and implementation of agriculturaltechnology innovation support policies in Yan' an from the following aspects: sustaining input of agricultural technology innovation support policies,financial policy support for agricultural technology innovation,support of agricultural fixed assets investment,investment of agricultural technology research and development funds,personnel training mechanism,policies and regulations of agricultural technology innovation support,and farmers' main position in agricultural technology innovation,etc.,in order to achieve the goal of increasing farmers' income.
