| Yan’an period is the period when Chinese Communist Party(CCP)created the splendid history.Under the correct guidance of the Party Central Committee of China(CPC)and government,Shaanxi-Gansu-Ningxia border region revolutionary base area was gradually established and developed during Yan’an period.Among which,the border region successfully adjusted and controlled the border region society and motivated the border region public by the social governance policies,which created the beneficial conditions for the success of the revolution.As a crucial part of constituting this glory period,the social governance policies of the border region has been influencing the progress of China advancing the scientization of social governance practice in the new age all the time.Therefore,broadening the historical horizon,by taking the social governance policies of the border region at that time as the study object,the environment and specific contents of border region conducting the social governance are sorted out systematically,and moreover,the results achieved in the implementation of social governance policy by border region are summarized.In the end,the value of contemporary era of the diversified social governance policy in Shaanxi-Gansu-Ningxia border region is discussed,and it concludes that there is a great inspiration for perfecting and developing the system of socialism with Chinese characteristics and promoting the modernization of the country’s governance system and governance capacity.In this paper,the background and significance of the study are summarized based on the existing domestic and overseas document researching and analysis about social governance policies in the Shaanxi-Gansu-Ningxia Border Region.Moreover,in this paper,the relevant concepts and basic theories of social governance policies in the Shaanxi-Gansu-Ningxia border region in Yan’an period are defined and studied,and the study methods and possible innovation points are introduced,so as to provide the corresponding theoretical basis for the whole paper.From the point of view of the conditions and foundation of the social governance conducted by Chinese Communist Party(CCP)in the Shaanxi-Gansu-Ningxia border region in Yan’an period,this paper reveals the historical conditions of social governance in the Shaanxi-Gansu-Ningxia border region in Yan’an period,as well as the basic influence of Marxist social governance thought and interactive "politics-knowledge" cultural circle on social governance at that time.Under this premise,this paper discusses the main contents of the social governance policies of the Shaanxi-Gansu-Ningxia border region in Yan’an period,starting with the establishment of a solid leading organization for social governance in the border region,the transformation of backward social problems in the border areas,the integration of cultural and educational policies into the social governance in the border region,and the embedding of social security policies into the four governance policies in the border region,and therefore,in the whole it shows the uniqueness and superiority of the governance policy of the Shaanxi-Gansu-Ningxia border region in Yan’an period.The process of innovation and optimization of the social governance policies in the border areas is also the process of social reconstruction and innovation in the border region.The results achieved in the implementation of the social governance policies in the border region are as follows: consolidating the ruling foundation of the Chinese Communist Party(CCP)in the Shaanxi-Gansu-Ningxia border region,raising the production and living standard of the people in the border region,promoting the flow of social strata in the border region,as well as forming a new social fashion.Under the new historical conditions,by comparing the common characteristics and connections of the social governance policies in the border region in Yan’an period and in the new period,Re-analyze the experience of social governance in the Shaanxi-Gansu-Ningxia border area in the pre-Yan’an period.The leadership of the party is the first prerequisite for the smooth implementation of the social governance policy.The establishment of an efficient cadre team is the organizational guarantee for the consolidation and improvement of the social governance policy.The source of strength and the improvement of the guarantee mechanism are the four effective aspects of the solid promotion of social governance policies,and by analyzing the experience of social governance in the Shaanxi-Gansu-Ningxia border region in Yan’an period,this paper summarizes its contemporary value and provides reference for innovative social governance in the new period,including giving play to the core leadership role of the grass-roots Party organizations,innovating the Party’s way of leading at the grass-roots level,strengthening the construction of the contingent of cadres,improving the governance capability of the contingent of cadres,perfecting the democratic participation mechanism,advancing the participation of all parties in social governance,reshaping the efficient operation mechanism of social security,and safeguarding the interests of the main body of social governance. |
