Research On The Service Function Of Trade Union At City Level

China's trade unions are the bridge between Communist Party of China and the masses of the workers and staff.It is an important social pillar of the state power.It is the representative and maintainer of the interests of the employees.Concerned about the lives of workers,to help workers solve difficulties and serve the staff wholeheartedly,is clear requirements that the current "People's Republic of China Trade Union Law" made on all levels of trade unions.For a long time,under the leadership of the National Federation of Trade Unions,China's trade unions at all levels fully play service functions and have done a lot of work for the workers,especially the “in spring sending jobs,in summer sending cool,in autumn sending students,in winter sending warm” have become well--known brand work.However,it is regrettable that the overall assessment and satisfaction of the trade union organization is not high.The reason is that the existing service mode,service content and service coverage of the trade unions have many shortcomings,and there is a big gap compared with the actual demand of the workers.The meeting of the Central Party Group held in 2015,clearly pointed out that the group organizations,including the trade unions,have prominent problems of bureaucratic,administrative,aristocratic,entertainment,and made severe criticism.How to strengthen the trade union service functions to enhance their ability to serve workers,so that trade unions can really become “workers home” is an important issue urgently needing to explore.This paper chooses the city-level trade union organization which is a connecting link between the preceding and the following in the union system as research object,and takes the workers service situation of the general trade union of K City as a typical case,and use the methods of literature analysis,content analysis,interview,field observation and so on to make research.In the study,this paper systematically reviewed the functions of trade unions since the founding of the PRC,from the initial "production,life and education" three-in-one approach,gradually evolved into the "participation,maintenance,construction,education" four functions.After the fifteenth congress of the Chinese trade union in 2008,it began to highlight the service function and carried out a detailed analysis on the historical and practical reasons for the evolution of the related functions,thus effectively grasping the overall context of the evolution of the trade union functions and highlighting the comprehensive and practical pertinence of the research on the service worker problem.Secondly,this paper exhaustively analyzes the situation of service workers in K City as a typical case.On the basis of clarifying the basic situation of K city,K city federation of trade unions and K city staff and so on,this paper systematically analyze the collected overall materials of service workers of 2009-2016 K city federation of trade unions.and point out the problems of the incomplete organization of service organization,the serious shortage of service personnel,the lagging of service platform construction,the narrow coverage of service and the lack of sound assessment mechanism,and induce the reasons to these problems using a large number of objective and realistic first-hand materials and academic recognized relevant information,striving to show and analyze the current real overall scene of trade union servicing workers.Finally,based on the common problem of the city-level trade unions represented by the K city federation of trade unions,this paper,on the basis of fully respecting the new round of reform path determined by the current National Federation of Trade Unions,from the five aspects of improving service system structure,cultivating high-quality service team,building a modern service platform,expanding the effective service coverage and establishing a sound assessment of the accountability mechanism,carefully put forward nine specific recommendations,with a view to effectively play service functions,better service workers,and help economic and social development.
