Research On Smuggling Supervision Policy Of Parallel Traders In Xiamen Customs Area

Parallel traders refer to people who are employed by the smuggling gangs to frequently carry goods and products in and out of the country at the entry and exit inspection by way of evading the supervision of the customs for the purpose of earning labor service fee among all the smuggling methods,parallel trading is the earliest and long-lasting one.In recent years,with the normalization of the large cross-strait cultural and commercial activities,Xiamen-Jinmen route and QuanzhouJinmen route,as two crucial lines of the four “mini three links”,are attracting more and more cross-strait passenger communication due to their advantages of short distance,excellent service,low prices and convenient customs clearance.Despite their role in facilitating the cross-strait passengers,Xiamen-Jinmen route and Quanzhou-Jinmen route have become the targets of the law breakers.Due to their convenience,and other factors like big gap in price,huge domestic consumption market and prevailing strict restriction on overseas purchasing agents,these two lines have witnessed continuous parallel smuggling which cannot be banned completely since its coming into service.The growing number of the parallel traders and the subsequent tax evasions of import and export commodities reduce national revenue and break the domestic economy and production order,which lead to huge losses of our country.meanwhile,the frequent exit and entry of the parallel traders also interrupt the normal customs clearance order.This paper takes the anti-smuggling policy of Xiamen Guan District as the research object.Firstly,this paper outlines the current situation and problems of water passenger smuggling in Xiamen Pass Area.By analyzing the characteristics of water passenger smuggling activities and the harm of water passenger smuggling,and combining with the main body of policy,main policy,policy environment and the relevant measures of Customs departments for anti-smuggling,it expounds the practical significance of studying water passenger problem.Secondly,based on Smith's public policy enforcement theory and public governance theory,the combination of theoretical analysis and case studies is used to combine the current situation of smuggling and anti-smuggling in Xiamen Customs.From the perspective of policy research,the relevant provisions on cracking down on smuggling policies are still not detailed.From the analysis of policy enforcement subjects,the disparity between the number of law enforcement officials and water passengers,the backwardness of law enforcement methods and personnel technology,and the ambiguity of law enforcement officials all affect the effect of combating water smuggling.From the analysis of policy target groups,the weakness of the legal awareness of the water passengers and the characteristic of the large group also affect the implementation of the policy against cracking down on smugglers.From the perspective of the policy implementation environment,the Xiamen-Jin and Quan-Jin routes in the Xiamen Customs Area are the two important routes between Fujian and Taiwan as "small three links",and their political significance is more obvious than other entry and exit channels.This article analyzes in depth the problems and reasons for the implementation of the anti-smuggler smuggling policy in Xiamen Customs from the aspects of policy implementation,subject,target group and law enforcement environment.Finally,according to the author's actual work experience,combined with the principles and methods of Smith policy and public governance policy,find out suggestions and countermeasures to combat water smuggling in Xiamen Customs.In terms of policy implementation,this article suggests that laws and regulations should be improved,a related law enforcement mechanism to prevent smuggling by relevant departments should be established,a cross-border e-commerce should be set up to bridge domestic and overseas trading,and the "cross-strait mutual assistance" working model should be optimized.In terms of the main body of policy implementation,it is suggested that professional training for supervisors should be increased,special anti-smuggling mobile teams should be established at ports,and special teams for intelligence analysis should be established.In terms of policy target groups,it is suggested that anti-smuggling propaganda should be carried out at the source against water passengers,and a "black list" system for water passengers should be established to restrict entry and exit of smugglers.In terms of the environment of the policy implementation,it is suggested to strengthen the legal concept to whole society,encourage the whole society to join in anti-water activists,and create an anti-smuggling atmosphere.At the same time,we will continue to vigorously develop our country's economy,increase national pride,and solve the problem of insufficient domestic product competitiveness from the source.
