Research On Gridding Management In Siming District Of Xiamen

With the development of social economy,people's awareness of rights has been enhanced progressively,resulting in the diversity of interest demands and the diversification of community structures.This also brings new challenges to urban community management.Under this context,the grid management practice is applied to the society.As one of the pilot areas of urban gridding model,Siming District in Xiamen city tries to solve the latest problems in urban grassroots management through the exploration of urban grassroots management new model by adopting the gridding management.Even since the implementation of gridding management in 2016,Siming District,Xiamen city has experienced a vary of tasks,among which are the world cultural heritage application for Xiamen city,reconstruction work after the Typhoon Meranti,the BRICs leaders meeting in Xiamen and the nCoV-19 epidemic prevention and control.It has accumulated abundant know-hows,and also some development problems.Based on the foundation of seamless government theory and refined management theory,this article firstly discusses the practice of gridding management in Siming District.Secondly,this article summarizes the dilemmas in gridding management.Thirdly,this article proposes gridding management optimization measures by analyzing the reasons of the management dilemmas.After the analyzing of the gridding management in Siming District,it is founded that this kind of gridding management has not only accelerated the refined management,but also promoted the level of community service management,not to mention the increasing of community service management initiative.Whereas,Siming District has been faced with these difficulties,for example,the generalization of grid functions,imperfect management performance caused by the insufficient coordination,the tendency of formalism in work,and the inactive role of multi-agent's governance.By researching on the causes of the dilemmas,this article puts forward some specific measures and suggestions: a)define the functions of gridding management by following the theories,b)rationalize the operation mechanism of gridding management,c)enhance assessment incentive measures,d)and promote collaborative multi-agent's governance.
