Shared Digital Archives In Hui'an County

In the information age,“digitalization” and “sharing” bring both opportunities and challenges to every aspect of the society.Public awareness of archives has greatly increased,and the public expects the archives department to provide “one-stop” service,with cross-department and cross-region services.Both the academic community and archive departments at all levels consider it a great opportunity to build digital archive sharing services and meet public demand of easy and fast access to archive information.This article focuses on shared digital archives of Hui'an County.The author capitalizes on the theories of public goods and new public service,and takes all kinds of methods,from literature research method,case analysis,to interviews,observation method,to research on the current status of digital archives in Hui'an County.The analysis is characterized by multi-organization providing shared service,the greater content dimension of services,the increasingly people-oriented way of services,and the more specific norm-setting of services,The author finds the following problems facing Hui'an County's shared digital archives: the main body of the service is not concentrated;the content is not comprehensive;the method of sharing is not convenient;the shared service lacks specification.To address aforementioned problems,the author draws upon domestic experience,and proposes the following strategies: 1)organized leadership and coordination mechanisms need to be established,to provide property protection for shared services,to strengthen the administrative duties of archives,and to improve the comprehensiveness of archives;2)system improvement is necessary,to solve normative problems,to integrate digital archives,and to reduce and centralize service entities;3)standardized digitalization of data should be done quickly,and efficiently;4)service buildings should be constructed to include shared service network,outsource technical service,and the nurturing of talented personnel;5)implement supervision responsibility,to build incentive mechanisms,and provide performance appraisal,to promote the implementation of shared services.
