Research On The Construction Of Digital Archives Of Government Agency Under Dual Management Mode

With the theoretical breakthroughs and technological innovations in a series of information technology fields such as big data and cloud computing,all countries have regarded information construction as an important starting point for driving social development and promoting economic prosperity.The development of our country’s information industry is promoting the upgrading of information technology and industrial transformation in various fields of the country,putting forward higher standards and requirements for the digital information governance capabilities of government agencies and their own informatization construction level.The modernization of the national governance system and governance capacity is inseparable from the high-quality development of government informatization.By continuously improving the level of e-government construction,promoting the construction of government data centers and smart cities at all levels,striving to build an online government service platform,breaking through the data and information barriers between different government levels and different agencies and systems that are related to the national economy and people’s livelihood,and build a national information resource sharing system.Scientifically use information technology to open up information transmission and feedback channels,help economic and social development,and assist the government in efficient decision-making.As an important component of the pluralistic structure of national governance,local government agencies have received more and more attention in their informatization construction in recent years.As the end of official document operation and business workflow,government archives are an indispensable and important link in the construction of e-government affairs,especially in the construction of office automation and business application systems.In the context of the government’s increasing demand for e-government construction,the informatization construction of agency archives management with the construction of digital archives as the core has become an important starting point for all agencies to promote the modernization of archives management.Under the archival work organization principle and management system of "unified leadership and hierarchical management" in my country’s archival management,the development of the agency’s archives business is under the dual management of the local archives administration department and the agency’s business competent department.In the context of the reform of the archives organization,it is of positive significance to explore how to coordinate the division of labor between the two management subjects in this horizontal and vertical management mode,and to promote the rapid and sound development of the organization’s file management information.Inner Mongolia Autonomous Region is located in the northern border of the motherland.Like most of the central and western provinces and regions,there are many practical problems such as low starting point,poor foundation and slow progress in the construction of archives informatization.Especially the slow progress in the construction of digital archives.Based on the theory of new public management,this paper summarizes the representative problems existing in the construction of digital archives by going deep into the archives department to conduct research and questionnaires,and using the State Archives Administration’s Evaluation Method for the Construction of Digital Archives as the standard.Comprehensively apply the new public management theory and archives post-keeping theory,with holistic governance,networked governance and digital governance thinking,it is proposed that under the framework of the dual management model,by strengthening the functions,resource input,and technical support of the management entities in the construction and planning of digital archives,continuously improving the co-construction capacity of digital archives resources,and improving the construction of coordination and guarantee systems and mechanisms,and put forward reasonable suggestions to promote the construction and development of digital archives in Inner Mongolia local government organs.Provide valuable reference for the government in the field of promoting the construction of digital archives.
