Research On Grass-roots Governance Strategies Of Villages' Illegal Construction In Cities

Illegal construction governance involves multiple stakeholders and is a comprehensive research topic.Although many scholars in China have done a lot of research on the governance of illegal construction,they seldom extend their attention down to the grassroots government,sub-district office.Grassroots governments are in the forefront of illegal construction and governance,facing increasingly severe situations of illegal construction and complex grassroots actual situation.Therefore,it is of vital significance to study the governance strategies of grassroots governments by comprehensively analyzing the problems and causes of illegal construction in urban villages.The sub-district office is at the end of the power structure in China,which is affected by the mechanism and system,restricted by the direct and indirect management of the superior departments,and has the most limited power.In recent years,Nanning city has issued many policies on illegal construction management for the sub-district office to implement,but the effect is not obvious,the situation of illegal construction in urban villages is still prominent.Based on the illegal construction data of neighbourhood A in Nanning High-tech Zone from 2013 to 2017,this paper uses the data analysis method to summarize the illegal construction and governance of the inner city villages in neighbourhood A.By enumerating some cases,this paper studies the manifestation,characteristics and influence of illegal construction in urban villages.Combined with the management measures of sub-district office,this paper analyzes the problems of the current grassroots government in illegal construction management,such as insufficient prevention and monitoring,information hiding,weak effectiveness and long enforcement period.The paper finds that the problems are caused by many factors,such as imperfect law,imperfect system,weak supervision and complicated approval process.Therefore,governance should be carried out from several aspects,such as perfecting the employing mechanism,perfecting the inspection mechanism,strengthening training and guidance,increasing publicity,strengthening discipline inspection and supervision,guiding the completion of village planning,and accelerating the transformation of villages in cities.
