In December 2014,the Central Committee of the Communist Party of China proposed for the first time to comprehensively deepen public security reform at the eighth meeting of the Central Leading Group for Comprehensively Deepening Reform.Subsequently,the Central Committee of the Communist Party of China issued a "Framework Opinions on Comprehensively Deepening Public Security Reforms".The overall goal of this reform is to further enhance the people's sense of security,satisfaction and public security organs' law enforcement credibility.The reform covers seven aspects including "standardizing the management of auxiliary police." In November 2016,the General Office of the State Council issued the “Opinions on Regulating the Management of Police Auxiliary Personnel in Public Security Organs”,which set out clear requirements for the management system,job responsibilities,and management system of the auxiliary police officers.Auxiliary police personnel are an indispensable and important auxiliary force for public security organs.How to provide effective incentives to the group to make it fully function and form a strong joint force with the public security police to maintain social harmony and stability and long-term security is an important subject that needs to be studied urgently.This article takes the incentives of police auxiliary personnel at the grassroots public security organs as the research object,adopts literature research,questionnaire survey and interview method,through in-depth analysis of the current status of police auxiliary personnel incentives in Dayawan District,Huizhou City,and finds the existence of incentives for police auxiliary questions below:First of all,the incentive awareness is not in place;secondly,the incentive mechanism is not perfect;third,the incentive effect is not obvious.The main reason is that there are deviations in the positioning of auxiliary police,insufficient early research on incentive policies,and lack of effective supervision of incentive implementation.Finally,the thesis puts forward suggestions for improvement from six aspects:Firstly is to improve the understanding of the incentive construction of police auxiliary;the second is to perfect the welfare treatment system;the third is to optimize the performance appraisal system;the fourth is to establish and improve the training system;the fifth is to improve social security;the sixth is to enhance professional self-identity.
