Study On Government Duties In The PPP Model Application In Zhong Kai District

The PPP model not only lightens the financial burden to a certain extent,but also mobilizes the investment enthusiasm of social capital,which is a better choice for the grass-roots governments,the wastewater treatment project has the characteristics of quasi-public goods,quasi-business,regional and monopoly.It is one of the industries that can implement PPP.So this paper takes the sewage treatment PPP project as an example.At present,most of the literature research in China focuses on the implementation of PPP projects,the government's responsibilities of supervision and management,etc.,but less in the government at the same time as the PPP contract executor and PPP project sponsor should play a role in the study.In this paper,the whole life cycle of PPP project is divided into project identification,project preparation,project procurement,project execution and project handover.By using the methods of interview,Case Analysis and comparative analysis,this paper focuses on the sewage treatment PPP project in Zhongkai high-tech zone,taking 2newly-built sewage treatment PPP projects and 7 BOT projects in Operation Stage as examples,from macro-implementation environment to micro-contract agreement,to study the role of government in the whole life cycle of wastewater treatment PPP project,this paper analyzes a series of problems existing in the process of carrying out the role and responsibility of the Zhongkai high-tech zone government,such as the difficulty in ensuring the scientific results of the demonstration,blindly promoting the PPP project,trampling on the red line of financial resources for PPP investment,and the imperfect construction of the think tank,etc.,referring to the advanced experience at home and abroad,this paper puts forward optimization suggestions on how the government should be a good promoter,supervisor and cooperator of the project.Managers,project partners,this paper puts forward optimization recommendations.
