On The Practice And Optimization Of Chinese Party Consultation

Chinese political party consultation is an important part of China's socialist consultative democracy.Basically,Chinese political party consultation refers to the important democratic form of the political consultation between the Communist Party of China and China's democratic parties.The political practice in this democratic form has a long history in China,and this democratic form plays a crucial role in China's politics.It formed and developed in China's modern history.It is an inevitable and logical result of China's development as well as the development of China's party politics in modern times.The Marxist Chinese political party consultation thought and the Sinicized Marxist Chinese political party consultation thought constitute the theoretical basis for China's Chinese political party consultation.Chinese political party consultation practice has gone through three historical periods : formation(establishment of the CPC-Establishment of the People's Republic of China),initial development(establishment of the People's Republic of China-China's Reform and Opening-up Policy)and rapid development(China's Reform and Opening-up Policy-present).Since the 18 th National Congress of the CPC,unprecedented development has been made in the practice of political party consultation.An important form of socialist democratic politics and United Front democracy,Chinese political party consultation practice has been playing a significant role in China's political life.Currently,political party consultation practice takes three forms:conference consultation,interview consultation,and consultation in writing.Among them,conference consultation is the main form of practice,including forums on specific issues,personnel forums,research forums,and other consultation forums.The practice procedures for political party consultations vary according to the form of consultation.However,no matter what form of consultation is involved,preparation before consultation and the conduct of consultation activities are all indispensable links.The content of political party consultation is mainly concerned with the major policies and important affairs of the Party and the state,but it varies depending on the form and level of consultation.Chinese political party consultation practice still faces some practical dilemmas,which are mainly reflected in the following four aspects : the subject's awareness of consultation needs to be enhanced,the subject's ability of consultation needs to be improved,the democratic nature of consultation needs to be improved,and the party's consultation system needs to be improved.Therefore,the optimization process for the development of the Chinese party consultation system is propose:Foster the awareness of equal consultation and enhance subjective consultation awareness,Step up CPC's guidance and democratic parties' consultation ability to construct subjective consultation ability,The consultation processshould be more democratic by ensuring open consultation process and expanding the public engagement of the consultation process,Complete the party consultation system to refine the entity system,regulate the procedural system,and improve the supervision system.
