As a key link in the policy process,policy implementation is an effective way to transform policy objectives into reality.With the promulgation of the regulations of the People's Republic of China on Chinese-Foreign Cooperation in Running Schools in 2003 and the promulgation of relevant policies and regulations,the policy of Chinese-foreign cooperation in running schools has gradually become a relatively mature and systematic internationalization policy of higher education in our country.It also plays a positive role in standardizing and guiding the actual process of running schools.Although all kinds of normative documents issued by the state have provided a guarantee for the healthy and orderly development of Chinese-foreign cooperation in running schools from the top-level design,there are still many difficulties restricting the effective implementation of the policy of Chinese-foreign cooperation in running schools in practice.This leads to a deviation between the implementation effect of the policy and the policy objectives,which hinders the high-quality development of Chinese-foreign cooperation in running schools.Based on the analysis framework of Smith model,this study takes colleges and universities in Jiangxi Province as an example to systematically analyze the implementation of the policy of Chinese-foreign cooperation in running schools from four aspects: policy text,executive agency,target group and policy environment.This study also makes an in-depth analysis of the problems and causes of the implementation of the policy of Chinese-foreign cooperation in colleges and universities in Jiangxi Province through literature analysis,questionnaires,interviews and other research methods,combined with the theory of public policy implementation,and puts forward the corresponding suggestions.The content of this study is divided into six parts: the first part is the introduction.This part mainly describes the background of this research,review literature,main research methods and so on.The second part is core concepts and related theory,it outlines and defines the core concepts and introduces the Smith model theory and its applicability to this paper.The third part is the investigation and analysis.This part is based on the Smith model analysis framework to design questionnaires and interviews to determine the subjects,and sort out the implementation of the policy of Chinese-foreign cooperation in running schools in colleges and universities in Jiangxi Province.The study found that Chinese-foreign cooperation in running schools in Jiangxi Province has been on a large scale,the school-running policy is mainly based on the relevant national documents,and the school management implements the project management system of Chinese-foreign cooperation in running schools,but there are still some problems such as the insufficient guarantee of the number of project students and the sources of funds.The forth part is the existing problems.Based on the investigation and analysis,this part expounds the specific problems existing in the implementation of the policy of Chinese-foreign cooperation in running schools in colleges and universities in Jiangxi Province from four aspects: policy text,implementing agencies,target groups and policy environment.The study found that the problems hindering the effective implementation of the policy mainly include vague content of school-running policy,lack of local supporting policies,inefficient operation of executive agencies,differences in target groups,lack of environmental protection for implementation,and so on.The fifth part is the reason analysis.This part is based on the Smith model analysis framework and combined with public policy implementation theory to analyze the causes of these problems.According to the study,the main reasons for the hindrance of policy implementation are policy lag and fragmentation,interest game among executive subjects,conflict between policy interest and target group interest,restriction between regional economic level and university level,contradiction between “public welfare” and “profit “and so on.The sixth part is the countermeasures and suggestions.In view of the existing problems,this part puts forward some countermeasures and suggestions to promote the implementation of the policy of Chinese-foreign cooperation in colleges and universities in Jiangxi Province.The study points out that colleges and universities in Jiangxi Province can take corresponding measures to promote the effective implementation of the policy from the following four aspects: optimizing the policy plan,promoting the construction of the executive subject,strengthening the communication with the target groups,and creating a strong implementation environment,so as to promote the high-quality development of Chinese-foreign cooperation in running schools in Jiangxi Province.
