Comparative Research On The Model Of Relationship Between The Vice Squad And The Police Station

Premier Enlai Zhou once pointed out that,“Public security organs are resp onsible for half of national security”.Public security organs shoulder the major political and social responsibilities of consolidating the ruling position of the Communist Party,maintaining the long-term stability of the country and ensuri ng the people's living and working in peace and contentment.At this stage,C hina's reform and development cause has entered the deep-water area,The new distribution system is under construction,the old distribution system is still be ing perfected,The alternation of the old and new distribution system makes t he interest relationship change deeply.In this process,public problems have be come increasingly prominent such as the widening gap between the rich and th e poor in some regions,unbalanced social structure in some aspects,hidden co ncerns of public order,differences in cultural concepts,which may cause a ser ies of social security problems threatening the stability,harmony and sustainabl e development of social economy,such as ‘flooding of stealing and deceiving' ‘prevailing of Internet violence' ‘bully bullying on campus' that all put forwa rd higher standards and requirements for China's Public security organs.Hu Jin tao,the former leader of the Communist Party of China,once pointed out that in the critical stage of China's reform and development,under the conditions of profound changes in the economic system,profound changes in social struct ure,profound adjustment of interest pattern and profound changes in ideologica l concepts,we should combine improving efficiency with paying more attention to social equity,maximize harmonious factors and minimize disharmonious fac tors.As the foundation of public security organs in China,organizations of Co unty Public Security Bureau and District Public Security Branch Bureau are re asonable or not is directly related to whether the public security organs in China can fulfill and complete their specific political and social responsibilities.A s the two important practical departments in the grass-roots public security org ans,the Vice Squad and the police station undertake Many key functions such as community public security prevention,public service and fighting against c rime,that make the establishment of management system of the Vice Squad an d police station particularly important.At present,the establishment of manage ment system of Vice Squad and the police station in China is mainly divided into two modes: One is to establish a relatively independent Vice Squad based on the requirements of the 1997 criminal investigation system reform plan-that is the separate model of relationship between the Vice Squad and the police station.The other is the “three teams and one room” and “two teams and one room” models that have emerged in the police reform of some local public s ecurity organs in China in recent years—that is the integrated model of relatio nship between the Vice Squad and the police station.There are still some pro blems with the former model,such as cross-functionality,unclear division of la bor,uneven distribution of police force,and inability to take into account antistrike,which is not conducive to the realization of the maximum benefits and effectiveness of China's grassroots public security organs.Whether the latter m odel is superior to the former model is theoretically inconclusive,so it has bec ome the core content of the research and exploration of this article.This study uses relevant theories of political science,economics,managem ent,administration,public security policy and other disciplines,study the advan tages and disadvantages of the separate model and the integrated model of rela tionship between the Vice Squad and the police station through literature analy sis,comparative study,deductive reasoning,case study and other methods,and then draws the conclusion that the integrated model of relationship between th e Vice Squad and the police station is better.The first chapter is the introduct ion,which starts from the background and significance of the study,analyzes t he current situation of research on the model of relationship between the Vice Squad and the police station in China,and describes the research principles,i deas and methods.The second chapter is the review of the reform of the Vice Squad and the police station,which is divided into two parts: one is the review of criminal investigation system reform,the other is the review of police st ation and its management system reform,which focuses on the review of the changes in public security policy of the Vice Squad and the police station,and then analyzes the objectivity of the problems such as the overlapping of funct ions,unclear division of labor,unbalanced allocation of police forces,and inab ility to take into account anti-strike in the model of separate relationship betwe en the Vice Squad and the police station.The third chapter is the relevant the ories and hypotheses of the study which are the foundation for the analysis.T he fourth chapter is divided into three parts: one is to analyze the possible ps ychology,behavior and related problems of the police officers at the basic leve l of the model of relationship between the Vice Squad and the police station.The second is to analyze the possible psychology,behavior and related proble ms of the police officers at the middle level of the model of relationship betw een the Vice Squad and the police station.The third is to analyze the possible psychology and behavior of the police officers at the senior level of the mod el of relationship between the Vice Squad and the police station.The fifth cha pter,based on the analysis of chapter four,compares 3E(including People's sa tisfaction)of the two models,and then draws the conclusion that the integrated model is better.The sixth chapter takes the police reform in various parts of the country as a sample,extracts the model of relationship between the Vice S quad and the police station and verifies the research conclusion of the study.The seventh chapter is Suggestions on the reform of the model of relationship between the Vice Squad and the police station.The eighth chapter is a summ ary of the study,discussing the innovations and deficiencies of the study.
