Government Function In The Regional Symbiotic Development Of MSR New City In Quanzhou

After the 21 st century Maritime Silk Road initiative was put forward,the development of cities along the Maritime Silk Road has attracted much attention.As Quanzhou's GDP is about to reach trillions,Quanzhou proposes the concept of developing a "21st century Maritime Silk Road new city",(MSR New city)aiming to promote Quanzhou's regional cooperation,economy,culture and other aspects with the help of its special historical,regional,economic,trade and cultural advantages,as well as the opportunity to build a Maritime Silk Road Pioneer Area high quality development will eventually become an important node city,economic and trade cooperation platform,and an important link for people to people and cultural exchanges.Influenced by the competition and cooperation of counties in the city,the interaction between surrounding cities,and the exchanges and exchanges with countries along the Maritime Silk Road,the regional symbiotic development of MSR new city puts forward new requirements for the functions of Quanzhou Municipal government.According to the function mode of government,this paper summarizes the functions of Quanzhou Municipal Government in the development process of Haisi new city into four functions: management planning,regional economic coordination,cultural communication and policy guidance.Through literature,historical research,interview and other research methods,this paper analyzes the interaction between the internal counties and external cities of Haisi new city,and puts forward that Quanzhou city is in the process of regional symbiotic development of Haisi new city There are some problems in the performance of government functions,such as less interaction between urban areas,low level of horizontal economic integration of governments at all levels,single way of foreign exchange,and weak policy implementation.In this paper,the government theory and regional symbiosis theory are used to analyze the causes,and finally the suggestions and measures to optimize the performance of Quanzhou Municipal Government in the development of Haisi new town are put forward.This paper holds that Quanzhou Municipal government should take the initiative to integrate into the coordinated development of Southwest Fujian,establish an orderly competitive order with the government at the same level on the external level,and promote the regional symbiotic development of Haisi new town in an all-round way by setting up an administrative agency higher than the county and urban governments on the internal level,coordinating the county urban resources.
