Entering the 21 st century,the coming of the new era has also put forward a new development problem for human development and the emergence of these series of problems has also promoted the emergence of new systems,technologies and management ideas.Henceforth human development has entered the era of human resources,talent innovation and development.Under the premise of taking talents and human resources as the progressive force of the national development center,governments all over the world are promoting talents and improving human resource quality as the focus of their country's future development and are taking it as an important aid to enhance the commanding heights of the development strategy especially how to train the backbone of civil servants at all levels to meet the needs of the country and the development of the times has become the focus of national research.As one of the developed countries in the world,China has gained rich experience and achievements in the training of civil servants which has provided some reference value to other countries.Since China put forward the Belt and Road Initiative,it has received the active support of more than 100 countries in six years to promote the continuous and in-depth development of an international cooperation,and Vietnam is a typical representative cooperation that has emerged in the construction of the Belt and Road Initiative.China and Vietnam are friendly neighbors and both countries have the same social system,realize the importance of civil service,capacity-building for national development,social progress and the two have many similarities in the training of civil servants which also promotes in-depth exchange in the capacity-building and training of civil servants.The grass-roots training of civil servants is an important component part as it is an important link between the Party,the government and ordinary people.The effects of training servants at grass-roots is directly related to the executive power of government departments.China has extensive experience in the training of civil servants and hasestablished a special training and training system to enhance the quality and ability of civil servants,which has had an important impact on Vietnam plus its implications for reference.This study holds that the two countries have some common ground in human resource management and can learn from each other especially on grounds of social environment for the two countries to produce better results.This paper selects China as a comparative object to better study its intrinsic significance,realistic value and at the same time,although both countries are vigorously carrying out grass-root training of civil servants,china has made a stage achievement,but there are still some problems to be solved.This article takes the training status quo and operational effects of the grass-root civil servants of China and Vietnam as the main research content.The two countries in their grass-root civil servant training status,operational effects and an in-depth comparison and analysis from which the two can learn from each other's theoretical and institutional experience to further improve the basic civil servant training systems,the reality needs of both countries so as to continuously improve the training system of civil servants at the grass-roots level,enhance their quality and ability,promote the sound development and cooperation between the two countries to achieve more fruitful results between the two countries within the framework of the Belt and Road initiative.
