The government employee system was a useful attempt and innovation in the reform of public sector human resources management in China,and has attracted great attention form the society in the early stage of implementation.But over time,the “government employee system” now has a sign of a cold market,and some areas have poor effect.Of course,there are many reasons behind it,and there are many academic research achievements in this regard.I think that the organization belonging to government employees is an important part of the effect of the government employee system.Organizational commitment is the core element of the intrinsic cohesion of local government.Government employees who do not have formal status as local government officers “outsider”.Its organizational commitment is related to the efficiency and internal centripetal force of the local government.Therefore,the research on this issue is particularly critical.Only by finding out the factors that affect organizational commitment of government employees and taking corresponding measures,can we strengthen the scientific management of government officials and improve the efficiency of government departments.Through analyzing and absorbing the research results of domestic and foreign scholars on the government employee system,this paper systematically grasps the relevant theoretical knowledge of government employee system,and combines the effect of the government employee system implementation in J high-tech industrial development zone,based on the extensive investigation and interview of the employees in this zone,makes a deep understanding and analysis of the problems existing in their organizational commitment,thus puts forwards targeted solutions,and looks forward the development prospect of the government employee system in J high-tech industrial development zone and even other regions to provide some reference for promotion the transformation of government functions and institutional mechanism innovation.
