Insufficient police force is not only in China,but also a worldwide problem.Insufficient police force is an important reason for many units to recruit a large number of auxiliary police personnel at this stage,especially the grass-roots police stations need to deal with complicated and numerous affairs,the existing police force is difficult to deal with,so the auxiliary police personnel came into being.Nowadays,great achievements have been made in the construction of auxiliary police forces in Britain,the United States,France,Australia,Singapore,Hong Kong and Taiwan.Historical practice has proved that the auxiliary police plays an active role in fighting against social crimes,maintaining residents' life safety and local public security.Because of this,the academic community generally also affirmed the continuous growth and development of the auxiliary police force in the world.From the perspective of China's national conditions,the public security system is a very special organization,and the auxiliary police personnel are also a very special group.Especially for the auxiliary police in the basic police station,on the one hand,they are responsible for the major task of maintaining social stability,the administration of public security in the area under their jurisdiction,the management of all kinds of people in the community,the prevention and control of road patrol and a large number of other affairs;on the other hand,due to the imperfect incentive mechanism and inadequate management measures,some auxiliary police in the police station work The enthusiasm is not high.In this context,it is easy for the auxiliary police of the police station to move passively.How to take effective measures to encourage the auxiliary police of the police station to improve the enthusiasm and initiative of their work has become a practical problem to be solved urgently.Based on the literature review,this paper takes the basic level auxiliary police as the research object,and combs the current development and historical situation of the auxiliary police in China.Through questionnaire analysis,interview,literature research and case analysis,this paper takes the auxiliary police team of Huangpu Public Security Bureau of Guangzhou as an example,from three aspects of material incentive,management incentive and achievement satisfaction incentive At present,there are some problems in the incentive mechanism of grass-roots auxiliary police,such as low salary and welfare,imperfect overtime and vacation system,lack of operability of reward and punishment procedures,waiting for the establishment of incentive mechanism to adapt to the actual work,lack of backward training and education mechanism,narrow promotion space and incomplete and concrete assessment management methods.Further exploration shows that the main reasons that affect the effective operation of the incentive mechanism are: unclear legal positioning,imperfect system;backward incentive concept,lack of "people-oriented" management idea;relatively lack of incentive means;management incentive is still not comprehensive and perfect.Based on the experience of the auxiliary police incentive mechanism construction in Britain,France and Hong Kong of China,this paper puts forward the following suggestions in view of the existing problems: improving the relevant system construction of the auxiliary police,establishing the incentive management concept of "people-oriented",optimizing the salary system,improving the welfare treatment,adopting diversified incentive means,improving the incentive assessment mechanism,and improving the auxiliary police In order to improve the enthusiasm and service of the grass-roots auxiliary police personnel and provide reference for the grass-roots security and stability work,the police incentive promotion system and standardized education and training work and other countermeasures are proposed.
