Research On Building And Applied The Competency Model For The Party And Governmental Officers From The Towns And Township Of Sanshui District,Foshan City

Since the 1970 s and 1980 s,the towns and streets of Sanshui District,Foshan City have seized the historical opportunities of reform and opening up,economic globalization,industrialization and urbanization.The economy has been increasing,and the level of urbanization has been continuously improved.All of these make the towns and streets of Sanshui District become the typical representatives of industrial and commercial towns in developed areas.After entering the 21 st century,the global "sandwich" pattern has become more prominent,Sino-US trade frictions have intensified,and China's economy has entered a new normal,the problems caused by the development of Sanshui District with towns and streets as the main battlefield have become increasingly apparent.The international and domestic environments faced by the towns and streets of Sanshui District have undergone earth-shaking changes,and their own problems and challenges are also increasing.At the same time,the Party Central Committee,the State Council,and local governments at all levels have also paid increasing attention to the role of towns and villages in economic development,social governance,and maintenance of stability.They have made an effort to strengthen the construction of township cadres,improve the service capabilities of township governments,and build an efficient and simple township management system.As the promoters and executors of leading the masses to implement the party's guidelines,policies and routes,the leading cadres of the towns and streets of the party and government who have the ability and quality of the towns and streets of Sanshui District to complete the economic transformation and the government under the complex and changeable international and domestic situations,are the important factors of function transformation and the modernization of social governance system and governance capabilities.This study takes the town's party and government leading cadres in Sanshui District of Foshan City as the research object,and uses the relatively mature competency theory of human resource management to construct the competence model of the party and government leading cadres in Sanshui District,Foshan City,which has strong theoretical value and practical significance.The study is mainly divided into three parts: The first part mainly introduces the overall idea of this research,namely the background of choosing this topic;the second part is mainly through consulting,combing,and analyzing a large number of literature materials to reasonably define the concepts of the towns and streets,the party and government leaders,the competence,and the competence model,and the theory,construction method,verification method and related methods of competence and competence model.The theory forms a clear and correct understanding,laying the theoretical foundation of this study;the third part is the core part of the full study.From the practical experience of civil servants' competence building in domestic and foreign government departments,the economically developed towns in the east coast,and the party and government leading cadres from the perspective of the country's major strategies and deployments that are applicable to the towns and towns nationwide.Competence research results of the literature,based on the work analysis method,the three angles of competence of the party and government leaders in the towns and streets of Sanshui District,and the two levels of "commonality" and "individuality" deductive reasoning.Competence,and construct and revise models with empirical research methods such as behavioral event interview method,questionnaire survey method,and statistical analysis method;the fourth part discusses the countermeasures and suggestions based on the competency model of the Party and government leading cadres in Sanshui District.
