Competence research can be sourced back to the early 1970's in U.S.A. At the situation of its preliminary establishment of socialism market economic system and having entered into the WTO, China is facing many challenges, the work method and task organization ways in China's Party and government management is one of the challenges, so how to structure a competence model of Party and governmental officers with Chinese characteristics is really an urgent problem.This research takes the Party and governmental officers from the towns and townships of Kunming as its subjects. It employs both quantitative and qualitative methods to explore the competence model of government officers from the towns and townships of Kunming. The study can be divided into three stages: The first stage is reading articles and finding concerning theories. Based on the theories about competences, this research traces the origin, definitions, achievements and the research approaches on competence within China and abroad. The second stage is structuring a competence model. Based on the articles and theories on the competence, by means of behavior event interview and questionnaire methods, through an investigation of more than 50 government officers from over 20 towns and townships of Kunming to get some concerning data, with the methods of one way ANOVA and factor analysis, the study explores the job competences and designs competence model of Party and governmental officers from the towns and townships of Kunming. The result shows that four categories and ten items factors contribute the most to the competence model of government officer from the towns and townships of Kunming, which are: (1) moral character and psychological quality: moral character duty; (2) comprehensive ability: investigation, research and decision making; study; administrative under the rules of law; (3) personal communication ability: subordinate management; authority assignment; unity and cooperation; (4) work ability: strategy thinking and leadership; overall situation control; implement. The third stage is dividing and proving the competence model.The results and findings in this research can be helpful for Kunming' Party and governmental organizations in selecting and promoting the towns and townships governmental officers, as well as in training and developing, performance appraisal, salary management and career development planning.
