Research On Interactive Subjects Of Public Health Governance In Urban Communities

Urban community public health governance is related to the life and health of community residents.The implementation plan for the construction of high-quality and efficient medical and health service system in the 14 th five year plan puts forward that "adhere to the health and health work policy in the new era,focus on people’s health,accelerate the improvement of health supply quality and service level,and pay more attention to early prevention and medical prevention coordination." Since the beginning of 2020,COVID-19 has brought new challenges to city community public health governance,and on the other hand,it has posed a serious threat to the health and life of community residents.Urban community public health governance can not be undertaken independently by any subject,and requires the collaborative participation of Party committees,governments,society and other subjects.How to optimize the interactive mode of governance subjects in urban community public health governance and improve governance efficiency has become an important issue in urban community public health governance in the future.With the COVID-19 epidemic as the background and the government,public health organizations and residents,this paper examines the interactive behaviors of the three in the process of urban community public health governance,and provides opinions and suggestions for the governance model of promoting the collaborative participation of different governance subjects.The N community in Chongqing was selected as a case,By examining the behavior selection and behavior characteristics of different subjects in the process of governance,The interaction of the three is summarized into three modes: empowerment and collaboration between government and public health organizations,In this interactive model,government empowerment is difficult to implement,public health organizations have blurred empowerment boundaries,Problems exist in collaborative governance;Model of service delivery and access between public health organizations and residents,Inadequate provision of public health services under this interactive model,Residents access public services distrust,The positioning of community public health organizations needs to be adjusted;Mode of mobilization and participation between the government and the residents,In this interactive mode,the government mobilization mode is single,Low efficiency of resident participation,It is difficult to achieve a benign interaction of mobilization and participation.Research found that in the process of urban community public health governance,the causes of different governance interaction problems has many aspects,mainly from the pressure system blurred the subject responsibility boundary,traditional concept of empowerment difficulties,shortage of funds constrained the public health organization development,profit differentiation to public health organizations and residents insufficient trust,traditional mobilization way to weaken participation enthusiasm,indirect interaction is difficult to achieve efficient participation.The essence of the interaction between different governance subjects is to promote the urban community public health governance system to a new level,promote the benign interaction between the three,and create a new social governance pattern of "joint governance,joint construction and sharing".Based on the theory of collaborative governance and social interaction,in the public health governance of urban communities,we need to implement the main responsibility of mobilization,build a platform for collaborative governance,and stimulate the momentum of social participation.
