The civil servant assessment system is an important part of the national civil servant system and a basic work of civil servant management.In recent years,in the civil service system,as a new form of performance appraisal,peacetime appraisal has gradually shown its important role,and has been promoted and applied in more and more government departments.As a civil servant with 800000 tax officials,the tax system has made a lot of positive exploration and efforts in the assessment work at ordinary times.Since the usual assessment work has been carried out in the tax system,although some achievements have been made,problems such as insufficient attention,humanization of assessment and evaluation,formality of procedures and insufficient application of results have been exposed at the same time,which greatly reduces the expected effect of the usual assessment.How to solve these problems from the root,improve and adjust the current normal assessment of the tax system,and gradually improve the human resource management of administrative agencies,has important theoretical and practical significance.Based on the theory of performance management,goal setting and motivation,combined with the current situation of the tax system's usual assessment,this paper starts with the tax bureau of county a,expounds the current situation of the usual assessment,finds out the shortcomings in the usual assessment by using the methods of questionnaire survey and interview,and deeply excavates the reasons,and finally puts forward reasonable suggestions.Through the research,it is concluded that on the basis of creating a good assessment environment,we should constantly improve the design of assessment indicators,supplement relevant supporting systems,and make full use of incentive measures to make the assessment results applied,so as to maximize the effectiveness of the assessment at ordinary times,and provide guarantee and support for building a professional,efficient,responsible and dedicated tax Iron Army.
