In China,leading cadres at county level are the backbone and foundation of the ruling cadres. The premise and basis of motivation, training, selection and appointment is to do the assessment work Leading cadres at County level. It is of great importance for deepening the reform of personnel system, promote the development of the cause of socialism with Chinese characteristics. Meanwhile, with the continuous development of the assessment of leading cadres at county level in the practice, the need to strengthen the study of system theory in this aspect, to further enrich the theory of the building of the contingent of leading cadres.This thesis revolves around the assessment of leading cadres at county level which is a problem of great practical significance. First of all, it defines relevant concepts of the assessment of leading cadres at county level, explains the theoretical basis of the study by management science, human resource management, organizational behavior management and introduces the basic assessment method. Then, taking Songjiang District as an example, the paper discusses and analysises the basic practice, the main problems existing, the main reasons of the assessment of leading cadres at county level. Finally, To sum up the experience of the civil service examination of American, Britain, Japan and other western developed countries, the paper throw out suggestions on further improving the assessment of leading cadres at county level.Research thinks, the assessment of leading cadres at county level at present is the main problem for evaluation system is not perfect, the evaluation of the main form is not reasonable, professional not enough, evaluation index is too general, lack of maneuverability, the assessment method with simple, not standardized, the assessment results feedback is not in place, the use of rigid enough etc.. Investigating its reason, We can analyse concretely four aspects of the traditional "rule by man" thought manacle, the original cadre assessment approach of path dependence, the work of cadres are facing technical problems as well as social psychological impact. In view of the existing problems, this paper puts forward corresponding countermeasures for improving the assessment of leading cadres at county level, which are perfecting the assessment work security system, improving democratization and professional level of the examination subject, establishing a scientific and rational evaluation index system, optimizing assessment processes and procedures., improving the assessment results feedback and use.
