Study On Supervision Mechanism Of Public Policy Implementation

Public policy implementation is an important part in the policy courses and it is the key which decides the objectives of public policy can be realized. The effectiveness of the public policy implementation influences the success or not of the public policy. So it is very important and necessary to supervise the course of the implementation of the public policy. It can ensure the effectiveness of the policy implementation. Since 20^th century 70's to 80's, there was a upsurge in public policy research area in west countries especially in America. It became a vast "implementation movement" and its symbol was the report written by T.L.Pressman & A.Wildavsky was published .From that time, people paid attention to the policy implementation and it became the point of the research. Along the development of socialism democracy and politic and the complete of the science of public policy, there are more and more people called to strengthen the supervision to policy implementation. On one side, it reflects the enhancement of the democratic awareness, on the other side, it is a challenge to the old public policy implementation mechanism.This thesis includes four parts. The first part is preface which includes the objective of the thesis and the status of the research and the methods used in the thesis and the structure of this thesis. The second part is mainly about the related theories of public policy implementation, which includes the related concepts and the necessaries and principles and the functions of supervision to the policy implementation. And the third part is mainly expounds the current status of supervision mechanism of policy implementation, which includes these parts, the contents of supervision mechanism of public policy implementation, and the problems exist in the mechanism of policy implementation in China, and their causes which from the angle of culture and constitution . The last part is about the countermeasures and advices to the problems and troubles, which contact the realistic closely, and these countermeasures and advices are operational.The supervision to public policy implementation has the common features of supervision and the unique features. The topic of the thesis is a practice issues. It is very significant to combines the policy implementation and supervision mechanism from a newly angle. And it may be a creative in the theory and could push on the supervision mechanism of public policy implementation more perfect.
