A Research On Safeguard Mechanism Of Supervision On The Implementation Of Public Policy

The implementation of public policy, as an important link of policy process, is the only sound way to convert policy thoughts into reality and policy objective into policy effectiveness. Wether the implementation of public policy is effective or not is closely reated to the success and failure of public policy. However, because of the subjective and objective factors, the implementation of public policy always deviates from the policy objective in the practical implementation process so as to arise deviation, fault, illegality, inefficiency and so on. Therefore, to ensure the implementation of public policy tallies with the planned proposal, the implementation of public policy is legitimate, rational and effective, and to protect the rights and interests of citizen and organization on the basis of detecting and straightening the deviation in time, it is necessary and important to strengthen the supervison of the implementation of public policy and make a guarantee for it at the same time.Therefore, this paper, using the study methods such as: document analysis, systematic analysis and so on, on the basis of analyzing the background, reviews, significance, etc, first of all, illustrates and clarifies the relative theories concerned supervision on the implementation of public policy and introduces its connotation, features, necessity and the connotation,function of the safeguard mechanism of supervision on the implementation of public policy. Then, this paper analyzes the predicaments and reasons for the construction of the safeguard mechanism of supervision on the implementation of public policy deeply, namely, lack of authority from watchdog agency; the chaos and diversity of watchdog agency; too much administrative interference into social regulation; non-conformity between power organ and its official capacity, all of which are caused by the followings: low level of socialization of supervision culture as to the implementation of public policy, imperfect system of the rules and regulations of it, insufficient awareness of it, unsound accountability system, restriction of double leadership system, etc. In the end, this paper, in terms of actual situation of supervision on the implementation of public policy, puts forward general plans which conforms to national conditions for the safeguard mechanism of supervision on the implementation of public policy from the perspective of building the safeguard mechanism of supervision function of supervision body, strengthening the construction of power constraint system of the body of public-policy implementation, improving the accountability system of the implementation of public policy, constructing the sound safeguard mechanism of supervision environment of the implementation of public policy and so on.
