| After the reform of the national supervisory system,the public power of the discipline inspection and supervision organs has expanded dramatically and has been placed between the government and the judiciary as never before.The supervisory authority has risen from the subordinate position of the government function department to the independent status which is the same as the status of the court and the procuratorate.Power leads to corruption.How to exercise effective supervision of the public security power of the discipline inspection and supervision organs ——The question of "who will supervise the supervisors" has naturally become an important part of research and exploration after the reform of the supervision system.Since the 18 th National Congress of the Communist Party of China,China’s anti-corruption struggle has formed an overwhelming situation.The work of the discipline inspection and supervision organs has achieved remarkable results.It has been recognized by all walks of life.Its status has become increasingly prominent,and its authority has been increasingly improved.However,at the same time,the phenomenon of disciplinary cadres’ dereliction of duty and misconduct,abuse of public power for personal gain,etc.is also spreading,and cases of violation of laws and regulations are not uncommon.Since the reform of the supervision system,the increase of personnel institutions and the expansion of functional authority have put forward new requirements for the self-supervised management system that is gradually established before the reform of the supervision system.The questions,that "Who will supervise the Commission for Discipline Inspection and How to supervise the Commission for Discipline Inspection?" have become the focus and hot issue within the society and the discipline inspection and supervision system.This paper first defines the scope of research,that is,the research on the self-monitoring problems and countermeasures of the discipline inspection and supervision organs under the situation of national supervision system reform.Although the current self-monitoring mechanism can exert certain effects,there are still imperfect systems,unclear procedures,and scope.Issues such as comprehensiveness,non-uniform standards,and unclear links,especially after the reform of the supervision system,the problem of procedural supervision of case investigations has become increasingly prominent.The current self-monitoring methods have not been able to adapt well to the actual needs of discipline inspection and supervision.And then,based on the public management theory and my work practice,this article takes a grassroots discipline inspection and supervision organ as the investigation object to investigate and analyze the institutional setup,staffing,system construction,and case handling in the field of self-monitoring.Based on the analysis of the problems and causes of self-monitoring,this paper proposes countermeasures and suggestions for the construction of self-monitoring system for discipline inspection and supervision organs after the reform of supervision system.The research results of the thesis have certain theoretical and practical significance for the improvement of the self-monitoring system of the discipline inspection and supervision organs after the supervision system reform. |
