The Research Of The Switching Posts Between Military And Political Chief Officers In Grass-roots Unit

Chairman Xi stressed that the grassroots should be the key to talent cultivation.Promoting the exchange of posts by the grassroots military and political officials is an important way to implement the spirit of his important instructions and to train military and political elites.It is an intrinsic requirement for the troops to focus on preparations for wars and to promote the comprehensive construction of grassroots units.Therefore,it is of great significance to study the exchange posts of the grassroots military and political officials.First of all,this thesis defines the basic connotation of the posts change exercise of the military and political officials at the grassroots level by deconstructing its connotation and extension,and clarifies the basic components of the subject,object,method and goal of the posts change.Based on the Marxist theory of outlook on talents,the theory of military talent growth and development,the theory of personnel mobility and the theory of motivation,and taking the relevant laws,regulations and policies of the military as the basis of practice,further research on the training of changing posts was carried out.Secondly,it sorts out and summarizes the situation of the training of changing posts in the military during the periods of the new democratic revolution,socialism revolution and developments,and reform,opening up and socialist modernization drive.Through in-depth research and investigation at the grassroots units,the basic situation and existing problems of changing posts between grassroots military and political officers were summarized,and the causes of the problems were analyzed.Finally,through literature research and practical investigation,based on the current development of the army,several countermeasures and suggestions for comprehensively promoting the posts change are put forward: First,accurately grasp the principle requirements for realizing post change;second,rationally determine the time,scope,object and proportion for post change;third,track the training assist during the training period;fourth,establish a long-term policy to promote post change.
