Research On Socialization Of Home Care Service For Urban Elderly

In recent years,China's aging trend has becoming increasingly severe,and the social problem of pension service has becoming more and more prominent.The CPC Central Committee first put forward the goal of "socialization of social welfare",and the pension service,as an important part of which,started the process of socialization.After 20 years of reform and development,China has gradually established the goal of developing a "government-led,socially involved,home-based,community-supported,institutionsupplemented,medical-and-nursing-combined pension service system." As the dominant way in China's pension service system,home-based care is of great significance as the main development direction of the socialization reform of China's pension service.The political report of the 19 th National Congress of the CPC in 2017 puts forward that the realization of social governance requires strengthening the construction of community service system,emphasized the construction of a community service system,and gave full play to the functions and roles of social organizations in participating in social services."Socialization" is an organic and dynamic process.In order to clarify the system and mechanism of the socialization of home-based elderly care services in urban communities.This dissertation selects as one of the first pilot cities for home-based and community-based pension service reform in China--Suzhou X community.This dissertation focuses on the motivation,process(system),result and future of the whole socialization reform in order to show a complete system of socialization development.Scholars have carried out a relatively adequate study on the socialization of pension services.However,most of the research objects take the social pension in a city as an example,and few case studies focus on the community home care service.In terms of research content,it mainly focuses on "the demand of home care service for the elderly ",“Analysis on the mode of cooperation between government and society" and "the present situation of social organizations' participation in service" and other research at a certain stage in the process of socialization.There is a lack of theoretical research on the supply process of Socialization Based on the basic unit of urban community.The author adopts case study method,mainly uses questionnaire and interview to collect data.Through the analysis of relevant policy texts,social development background and the actual needs ofthe elderly in the community,we found that the driving factors for the socialization reform of home care service are the increasing,refined and diversified service needs of the elderly.From the perspective of network governance theory,this describes in detail the socialized supply system of home-based elderly care services,and clarifies the rights and responsibilities of the government,communities,social organizations and other diversified service providers.Analyzes the supply process of the socialization of home-based elderly care service and summarizes the ways of the cooperation and cooperation of the multiple service providers.Finally,by analyzing the shortcomings and challenges of the socialization of home-based care services in community X,We find that Suzhou has also encountered a series of problems such as poor response to service demand,low recognition of service supply,improper allocation of service resources,etc.We put forward suggestions such as the use of "Internet Plus" to help reform,establish a monitoring and evaluation system and a demand feedback system.Through the government's leadership,relying on community platforms,and encouraging social organizations to participate,we suggest taking multiple measures to promote the healthy development of urban community home-based care services.We hope that the research results of this dissertation can help improve the construction of community service system and enhance the happiness of urban elderly and their families.
