The problem of civil servants' job burnout has become an important issue of research in the field of public management.As one of the important subjects to promote the reform of the party and state governance system,civil servants are micro-factors that connect the government and citizens.Their professional mentality and administrative behavior are directly related to the image building and service quality of the government.Township civil servants occupy the largest proportion and play a basic role in the administrative team of our country.They are rooting in the forefront and serving as a bridge and bond to connect the party and the government with people.In the special field which is township,facing the multiple challenges such as the gradual dissolution of traditional social structures,the rapid transformation of grass-roots governance systems,the accelerated development of subversive information technology,and the increasing complexity of people's demands,township civil servants are prone to job burnout,resulting in the phenomenon of inaction and laziness,which directly weakening their administrative ability,and unable to provide effective grass-roots public services.Therefore,how to correctly treat and explain the phenomenon of job burnout of civil servants in townships and towns,and to effectively resolve the problem of job burnout,is of great significance to improve the entrepreneurial enthusiasm of the township civil servants,implement the party's talent team building policy in the new era,and smoothly promote the modernization of the grass-roots governance system.This article strives to take the facts as the basis and select a certain representative and typical Xiangtan County as an example to investigate the current situation of job burnout of township civil servants in Xiangtan County in detail,make inferences on its formation mechanism,and try to propose corresponding governance countermeasures.First of all,the article analyzes the burnout phenomenon,performance content and specific characteristics of civil servants in Xiangtan County from the micro level.Taking the township civil servants in Xiangtan County as the research object,234 civil servants were selected to conduct a questionnaire survey on the status of job burnout,supplemented by SPSS20.0 statistical software as a research tool,and the analysis showed that the degree of job burnout of Xiangtan county township civil servants was in the middle position.At the same time,it is proved that there are some significant differences between the three-dimensional degree of job burnout and some demographic variables of civil servants.Secondly,the article sorts out the structural function,occurrence mechanism and effect validity of various factors that affect the formation of township civil servants' job burnout from the meso level.Based on the purposeful sampling method,some township civil servants with obvious job burnout were selected for semi-structured interviews.NVivo12.0 qualitative analysis software was used to encode layer by layer,classify and model the interview data,forming a township civil servants' job burnout attribution model of "the survival needs are not met,the relationship needs are hindered,and the growth and development needs are not guaranteed",combined with the interview data and text information,the article elaborated the reasons of burnout in each dimension in details.Finally,based on the macro-historical position of the new era,the article considered the issue of job burnout of township civil servants under new strategic goals,social environment,governance content,and working methods.Attempts to propose governance methods from three aspects: adjusting individual cognition,strengthening organizational construction,and enhancing social support.
