Research On The Construction Of The Administrative Ability Of The Grass Roots Civil Servants In Fuqing

The grass-roots civil servants are the most direct executors of national laws and regulations to undertake the ultimate realization of state administrative power and the obligation to directly provide public services,which have a direct and close relationship with the people,and shoulder the burden of uniting the people,serving the people,building and stabilizing the grass-roots.The administrative ability of the grass-roots civil servants according to law is an important part of the national governance ability.The level of the administrative ability of the grass-roots civil servants according to law is related to the overall level of the government’s administration according to law and the effect of the modernization of national governance.Therefore,the construction of our country under the rule of law should focus on improving the administrative ability of grass-roots civil servants according to law.This paper analyzes the basic situation of the legal administrative ability of the grass-roots civil servants in Fuqing City,and finds out that the legal administrative ability of the basic civil servants in Fuqing City is lack of awareness and coordination,inadequate execution,insufficient influence,lack of social relations processing power and other major problems.According to the investigation and analysis,the main reasons for the low administrative ability of the grass-roots civil servants in Fuqing are the influence of the official standard and the traditional thought of the rule of man,the imperfect supervision and restriction mechanism,the immature professional team of the rule of law,the complex administrative environment according to law,and the negative influence of familism.Finally,in view of the main problems,this paper puts forward the countermeasures and suggestions to improve the legal administrative ability of the grass-roots civil servants in Fuqing City by using the relevant theories,mainly from the five aspects of improving the cognition,coordination,execution,influence and social relations of the grass-roots civil servants.It provides decision-making reference for Fuqing municipal government tomake and improve the legal administrative ability of grass-roots civil servants,and also provides reference for other regions in China to improve the legal administrative ability of grass-roots civil servants.
