Government-led Research On Village Governance—

After the reform of tax and fee,the national resource projects continue to be imported into the countryside,and the grass-roots government gradually changes from the rural resource receiver to the resource receiver.Due to the withdrawal of state power at the village level,the grass-roots government has become the main body in fact leading the development of rural areas.In the face of the increasingly hollowing and atomization of villages in rural areas,the grass-roots government,with its advantages of rich resources and power concentration,develops and manages resource-based villages,improves the governance ability and level of villages,and realizes the effective governance of villages,so as to promote the development of villages and the prosperity of farmers.Through a case study of a government led village governance practice in Jiangshan City,Zhejiang Province,this paper discusses the actual situation of the implementation of government led village governance,and analyzes the effectiveness of the government led governance process from three dimensions of efficiency,effect and effect,so as to evaluate the government led mode of this case.In addition,through systematic research and analysis,the limitations of the government led village governance in the case are found,such as the offside of the government led behavior,the disordered operation of the government governance process,the dominance of the government in the governance structure and the lack of sharing of the governance results.From the perspective of governance,this paper discusses the value and limitations of the government led model,analyzes the profound significance of the value part and the causes of the limitations.In view of these limitations,the paper puts forward some optimization strategies,such as defining the government's responsibilities,standardizing the government's leading behavior,improving the governance system,integrating the process of village governance,cooperating with multiple subjects,realizing the co construction and co governance of villages,implementing fair distribution,and promoting the sharing of governance results.The government leading model in village governance provides a new way of rural governance.For some specific rural areas,the implementation of the government leading model has special results.In the implementation of the government leadingmode,we should take measures according to local conditions,pay attention to the position and relationship between the government and other subjects,the power concentration of the government should be in line with the actual situation of villages,and promote the realization of the governance pattern of government leading and multi subjects coordination,so as to improve the governance ability and level of villages,promote the development of rural areas and the common prosperity of farmers,and realize the revitalization of villages.
