Shanxi Province has entered an aging population society since 2003.Since then, the aging process has continued to accelerate, and the scale of the disabled elderly has continued to expand. As the elderly and vulnerable groups in the society, the disabled elderly are the focus of attention of the society. The long-term care of disabled elderly requires more efforts and participation. However, with the miniaturization of the family structure and the increase in the labor participation rate of women, the traditional family care function has gradually weakened. At the same time,it is difficult for elderly people with disabilities to find long-term care services that meet their needs outside the family, which puts the elderly in distress into a dilemma. Therefore, the development of socialized long-term care services based on the needs of disabled elderly people has become a common concern of the government, academia, and ordinary people. This article mainly adopts the literature analysis method, data analysis method, questionnaire survey and interview method.Under the guidance of demand level theory, welfare multiple theory and social support theory,it uses a combination of qualitative and quantitative methods to analyze the long-term disability elderly in Shanxi Province.According to the current situation of demand for care services,it is found that the demand for long-term care services is huge and the demand content is diversified.Secondly, analyze the current situation of long-term care service supply and explore its existing problems from four aspects: policy system, family supply, community supply and institutional supply. At present, the long-term care services for the disabled in Shanxi Province are at a stage where demand is in short supply and demand exceeds demand.Weak family care functions, limited community service roles, relatively simple service content, insufficient institutional beds and low utilization rates, and a shortage of professional caregivers have resulted in service supply unable to meet the long-term care needs of disabled elderly people. In addition, the heavy burden of longterm care costs has brought greater financial difficulties to disabled elderly families. Therefore, this article puts forward some suggestions for the development of long-term care services for the disabled elderly from the aspects of institutional policy, capital guarantee, service supply and talent construction in light of the actual situation in Shanxi Province.
