A Study On The Government Responsibility In The Supply Of Long-term Care Services For Urban Disabled Elderly

The Survey Report on the Living Conditions of the Elderly in Urban and Rural China(2018)shows that there are about 40.63 million disabled and semi-disabled elderly people in China,accounting for 18.3% of the total elderly population.In order to ensure the quality of life of the disabled elderly,China has promulgated a number of policies related to the elderly,which focus on the disabled and the special hardship and elderly,reflecting the government's concern and attention to the disabled elderly.At present,China has formed a strategic framework for the development of old-age service,and the cause of old-age service has been greatly developed.The disabled elderly are the vulnerable group among the elderly,and their long-term care services have received more and more attention.However,the current effectiveness of long-term care service provision is not optimistic.There is also a lack of special planning and system for long-term care services for disabled elderly people in our country.Under the condition of the decline of traditional family care function,the construction of community care service delivery platform has not been perfect," community-based " has not been realized,and institutional care is also faced with many obstacles.The government,as an actor with social resources and coercive power,has naturally become the leader of long-term care service supply,and its behavior will have a great impact on the ability of service supply.Therefore,why does the government assume responsibility for the supply of long-term care services? What are the responsibilities? How to take responsibility?It is of great significance to improve the supply system of long-term care services,avoid the social risks caused by long-term care problems,and realize healthy aging.This paper mainly studies the problem of the government responsibility of the long-term care service supply for the disabled elderly in the city.From the point of view of management,according to the relevant theoretical knowledge and regulations and policies,the government responsibility is positioned as the legislative establishment,financial support,personnel training,propaganda and guidance,supervision and management.Using semi-structured interview to collect the data,let the respondents express their views on the government responsibility in the supply of long-term care services,and further analysis found that the government in the construction of policy system,financial input and other aspects of the lack of responsibility,including the top-level design is not perfect,long-term care insurance has not been established.Finally,based on the above research,the paper puts forward some improvement measures,including perfecting the long-term care service regulation and policy system,perfecting the long-term care service fund supply system and so on.
