Study On The Optimization Of Rural Social Governance System Under The Background Of Rural Revitalization

Since socialism with Chinese characteristics entering a new era,the Party Central Committee with Xi Jinping as the core has made a major decision to implement the "Rural Revitalization Strategy" at the 19 th National Congress of the Party,and has written it into the Party Constitution as one of the seven strategies,which has epoch-making milestone significance in the development process of "three rural areas" in China.Rural revitalization is in full swing,the passion encouraged by the policy brings a lot of human,material and financial resources to the countryside,but on the other hand,the problems faced by rural social governance at present not only show the shortage of rural resources,but also reveal the poor cooperation between the main bodies of rural social governance.The key to solve the problem lies in the rural social governance system,which is the relationship between the rights and obligations of the main bodies of rural social governance,and the behavior pattern based on their respective responsibilities,and is the organizational mode and organizational structure of each main body in the process of rural social governance.For rural revitalization,only by coordinating the relationship between rights and obligations among the various governance bodies and forming an efficient organization mode can we improve the rural social governance ability,realize the long-term rural revitalization,and help the rural modernization.This paper is based on the theory of social governance and the theory of new public service,and the main contents include two aspects.Firstly,selecting Paitou villag of Xiangtan County in Hunan Province as a case to carry out field investigation.As one of the typical poor villages in Hunan,Paitou village of Xiangtan County is vigorously carrying out rural construction under the background of rural revitalization strategy,gradually removing the hat of poverty,has contributed some excellent practical experience of rural social governance system,which fully confirms the improvement of rural social governance level under the background of rural revitalization.However,the results of questionnaire and interview in Paitou village show that there are still large problems in the social governance system,and these problems are also common problems faced by many chinese villages—— the main body of governance is weak and their cooperation is poor.Secondly,based on the investigation and analysis of the rural governance system in Paitou village of Xiangtan County,considering its practical experience and problems of the ruralgovernance system.this paper grasps the direction of optimizing the rural social governance system in our country,and explores the optimal path of rural social governance system under the background of rural revitalization.Research on the Paitou village shows that,in the current process of rural social governance,the township government plays an unparalleled role and should take responsibility actively;the strong government can only be a service-oriented government,should respect the villagers who are the core of rural social governance;each governance bodies should cooperate with each other.This is also the optimization direction of the rural social governance system under the background of rural revitalization,that is,the diversification and complementary development of the main body of governance,constructing a rural social governance system with the characteristics of consultation and co-governance of multiple subjects.Specifically,we should improve the leadership of the Party organizations at the village level,highlight the leading position of the service-oriented rural government,strengthen the main position of villager and improve villagers' autonomy,confirm the supporting position of social organizations,and let the rule protect the rural social governance system under rural revitalization.
