Research On The Evaluation System Of Standardized Illegal Construction Disposal Law Enforcement In Wenzhou Lucheng District

In the continuous development of the city,due to the drive of individual and social interests,all kinds of illegal construction phenomena in the built-up area and outside the built-up area have emerged endlessly,which has increasingly become a major disease that affects people's quality of life.In recent years,as an important part of urban management,comprehensive law enforcement in urban management has achieved relatively obvious results in various aspects since the reform of the comprehensive law enforcement system.However,it is still because of reasons like simple and crude law enforcement methods,insufficient enforcement of legal procedures,and abuse of discretion,leding to frequent conflicts between the masses and law enforcement agencies,especially in the area of illegal building disposal.Some existing studies indicate that standardized law enforcement will brings significant progress in the field of processing of illegal conturuction.On the other hand,still few literatures regard to explore and establish the system of evaluation related to standardized law enforcement in the disposal of illegal building.Therefore,this article selects five dimensions as standardized legislation,supervision,procedure,quality and platform to build the evaluation system.The major research process is as follows:Firstly,briefly describe the basic situation of law basis,subject,procedure and mode by collating material of the status of standardized law enforcement in the disposal of illegal buildings.Secondly,to analyse current situation of five dimensions mentioned above through combining with the modern of standardized law enforcement in the disposal of illegal buildings.In the end,by the means of taking questionnaire survey,factor analysis,analytic hierarchy process,fuzzy comprehensive evaluation and other methods,a standardized law enforcement evaluation index system for the disposal of illegal buildings is constructed.At the same time,further study on the effects achieved by Lucheng District Comprehensive Administrative Law EnforcementBureau regrarding to standardized law enforcement in the disposal of illegal buildings.The results show that: 1)In terms of total performance,it shows that urban squadrons perform relatively perfect in the field of standardized procedure and supervision,however,suburban ones lag behind in standardized legislation and procedure.2)In terms of law enforcement legislation,all squadrons of Lucheng District Comprehensive Administrative Law Enforcement Bureau have obvious lag in it,and lack of legal basis when dealing with new-type illegal building disposal.3)In the terms of law enforcement supervision,expect the slow reply to the letters and visits and halfway dismantlement,suburban squadrons have well behaved in this area.4)In the terms of law enforcement procedure,there have phenomena of vicious cheating in integral APP,due to the undifferentiated evaluation criterion for both urban and suburban squadrons.5)In the terms of law emforcement quality,suburban squadrons are more likely to trigger complains in the conflicts.6)In the terms of law enforcement platform,suburban ones get higher scores,several ones are penalied because of overdue reply to letters and visits or complains nevertheless.Based on the assessment results of the 10 key squadrons,the government should take the following five measures: enacting a specialized law of law enforcement;developing law enforcement supervision evaluation;perfceting the procedure of evaluation;paying special attention to work and efficiency style construction;establishing a pre-warning system of illegal buildings.
