Cadres are decisive factors,once the political line is determined,in our country,cadres,especially leading cadres are the backbone of the governing,the party's line must depend on the cadres to lead the masses to implement the guidelines and policies,the major policy decisions of the party and the government depends on cadres to organize the implementation,many problems in the reform and construction must depend on the cadres to study to solve.Only to give play to the role of cadres,comprehensive and in-depth organization to drive all walks of life,all regions and in various fields to carry out the policies and measures,the reform,development and construction has a reliable political guarantee and organization guarantee.Under the new situation,how to maximize the cadre role becomes a crux of cadre team construction,focus,including cadres positive incentive mechanism construction is more and more attention,become the important problems in the study of the cadre and personnel management.Since the eighteenth congress,in the "four winds",anti-corruption efforts under high pressure,to streamline and "officer" an increasingly cadre management of the new normal,some rules are gradually broken,some improper interests stimulation was abolished,ethos in promoting cadres greatly improved at the same time,also appeared as,liability of negative symptom.To this,the author from the positive incentives as the background,theory and practice both at home and abroad in the perspective of Chongqing municipality Jiulongpo district cadre personnel management work,analyzed the main factors influencing the cadre positive stimulating role play,thinking and put forward under the new situation cadre positive incentive measures,in the hope can through effective measures to stimulate the potential of cadres,to mobilize enthusiasm and creativity of cadres,promote enterprise development.
