With the advancement of regional integration,academia has focused on discussing urban agglomeration issues."Comprehensive Development Plan of Coastal Economic Belt of Guangdong Province" and "Development Plan of Beibu Gulf City Group" put the construction of Zhanjiang-Maoming metropolitan area into a prominent position,give it a higher strategic positioning,and entrust Zhanjiang-Maoming metropolitan area with high-quality development responsibility.As one of the promising metropolitan area in China,integrate the existing resources and provide scientific and feasible countermeasures to form a situation of coordinated co-governance with complementary advantages have important theoretical and practical significance for it.Based on resource dependence theory,growth pole theory and polycentric governance theory,this paper uses collaborative governance as a perspective and comprehensively applies subjuect knowledge such as management,economics and sociology.The paper also uses case study,comparative study and system analysis based on field research and data collection to analyze the current situation of collaborative governance of Zhanjiang-Maoming metropolitan area from the perspective of regional integration development,and further analyze the problems existing in the process of collaborative management in Zhanjiang and Maoming to put forward countermeasures and suggestions for promoting the collaborative governance of Zhanjiang-Maoming metropolitan area based on lessons learned from the collaborative governance practice of the Central Plains city group and Wuhan city group.This paper includes seven parts:The first part is the introduction,which describes the research background,research significance,research content,research ideas,research methods,and possible innovations based on the summary of domestic and foreign literature;The second part is the definition and theoretical basis of related concepts,which defines the concepts related to regional integration,metropolitanarea,collaborative governance and elaborate on related theories.The third part is the necessity and possibility of collaborative governance of Zhanjiang-Maoming metropolitan area,which explains from the perspective of policy positioning,realistic reasons,etc;The fourth part is the status quo and problems of collaborative governance of Zhanjiang-Maoming metropolitan area;The fifth part is the experience of domestic city cluster collaborative governance,which summarizes the collaborative governance practices and experiences of the Central Plains city group and Wuhan city group;The sixth part is to promote the countermeasures of Zhanjiang-Maoming metropolitan area cooperative governance;The seventh part is conclusion and prospect.Through research,the following basic understanding is formed:(1)With the development of regional integration,collaborative governance of urban agglomerations has become a universal choice,which is significant for improving the overall governance level of urban agglomerations.(2)Under the guidance of existing policies,Zhanjiang-Maoming metropolitan area has launched some collaborative governance,but there is still a big gap compared with other domestic metropolitan area.Strengthening cooperation and enhancing the level of collaborative governance are the common aspirations and responsibilities of Zhanjiang and Maoming.(3)To promote the coordinated governance of Zhanjiang-Maoming metropolitan area,we must take corresponding measures in cooperation fields such as transportation infrastructure,resource development,industrial complementarity,higher education,technological innovation,medical and health care,ecological environment,and social governance based on the specific conditions of Zhanjiang and Maoming.
