The Integration Mechanism Research About Governance Body Of The Public Affairs In Metropolitan Area

With the development of urbanization, countries have begun the construction of the city cluster or metropolitan area, and they have all faced with many kinds of management problems during the process of construction. The United States is a forerunner in metropolitan area construction, its history in developing the metropolitan area is more than one hundred years. In such a long exploration of the process of development, the United States has accumulated much valuable experience in the construction of metropolitan area. The New York metropolitan area is one of the most active areas of the U.S. weather in economy or social, its development model is worth learning.Based on the New York metropolitan area, this research object has researched the connection and interaction between various public affairs governance body------local governments, the private sector, the third sector in the metropolitan area from the view point of integrated mechanism, so as to get inspiration from their relationship between cooperation and separation, and then has beneficial facilitations for the developing metropolitan area in China.The first part mainly introduces the research purpose, significance of the article and have rough combed the research experience at home and abroad; The second part defined some related concepts, such as management, integrated mechanism, and simply introduced the governance theory, public choice theory, pluralist democracy theory, new public service theory, mechanism design theory, that involve in this paper.what’s more it also puts forward the model of network integration between the three subjects; The third part is mainly on the causes of the integrated mechanism and have introduced the three governance bodies and their respective interests and behavior patterns; The fourth part is the key part of the article, first it introduced the development of integrated mechanism in New York metropolitan area------from the district government to establish federal metropolis cities and counties to merge multiple subject to cooperation between the government and the last to generalizes the development course of participatory governance, secondly introduces the integrated mechanism of horizontal and vertical link chain, and the integration problems of all aspects, and finally discusses the actual effect and the shortcomings of such an integrated governance mechanism. The fifth part is the conclusion part of the article, it has summarized several experience of American metropolitan area in achieving governance integration, and then given some prospects to the construction of city cluster in China.From the point of the overall development of the New York and American metropolitan area, there is no governance model can be suitable for all stages of development. Metropolitan area should base on the actual situation of this region to take suitable for their own development models. In today, citizen democratic consciousness has increased, metropolitan area governance should scatter all the main body of citizens into governance system in addition to consider the integration between different main body, so as to use their wisdom and strength for the public affairs, then the metropolitan area can be developed well.
