Research On The Construction Of Rural Cadres Under The Background Of Rural Revitalization Strategy

The 19 th National Congress of the Communist Party of China put forward the implementation of the strategy of rural revitalization.So far,the development of China's "three rural" work has entered a new stage,which has pointed out a new direction for the work of the "three rural" work in the new era.Development is the top priority.Talents are the first resource.Rural cadres are the most basic executives who implement the party and state policies.They are also the ties and reliance between the party and the government to connect with peasants.They are the backbone of rural economic and social development.The key elements of revitalization,the quality of rural cadres,directly affect the implementation process and effectiveness of the rural revitalization strategy.Strengthening the construction of rural cadres is conducive to the development of a new socialist countryside,to the implementation of the rural revitalization strategy,to the harmonious and stable rural society and the building of a comprehensive well-off society.The research on the construction of rural cadres in the context of the rural revitalization strategy is to strengthen the support of human resources in the process of development,give full play to the role of talents in the rural revitalization,and promote the rural revitalization strategy with high-quality rural cadres.The implementation and promotion of quality will achieve the overall goal of “agricultural and rural modernization” in accordance with the general requirements of “prosperous industry,ecologically livable,rural civilization,effective governance,and affluent life”.Based on the rural revitalization strategy background,the thesis has important theoretical and practical significance for the research on the construction of rural cadres.This paper focuses on the rural revitalization strategy background,and the research on the construction of rural cadres is generally composed of five parts.First of all,the introduction analyzes and discusses the research background,the significance of the purpose,the research status at home and abroad,and the research content and methods of this paper.Then,the concept of rural revitalization strategy,rural cadres,and rural cadre team building is defined.The new public service and related incentives are used to describe the theoretical basis of this paper.The third part analyzes the current situation of the construction of the cadre team in Baoji City in the context of the rural revitalization strategy.The fourth part is the construction of the rural cadres in Baoji City A District.The existing problems and causes analysis,in view of the current outstanding situation of the cadre team in Baoji City A area to be optimized,the cadre selection mechanism is unreasonable and other five outstanding problems,the analysis proposed six main reasons;the last part is based on Baoji City A Under the background of rural revitalization,the status quo of agricultural and rural development and the construction of cadre team,as well as existing problems and causes,adhere to the principle of solving problems,and put forward effective countermeasures for the construction of rural cadres based on the rural revitalization strategy.This paper is based on the combination of the requirements of the times,the latest theoretical policies,the local realities of the research objects,the theoretical basis as the support,the actual research as the material,and the targeted analysis as the premise,based on the five aspects of the rural revitalization strategy implementation and six aspects.The main reasons are to propose 14 specific targeted measures to strengthen talent introduction and cadre reserve,strengthen rural revitalization team planning and cadre mobility,strengthen cadre training and capacity building,strengthen treatment guarantee and work incentives,and strengthen cadre supervision and system construction.It provides suggestions for strengthening the construction of rural cadres for the high-quality promotion of rural revitalization strategy in Area A of Baoji City.It will also provide theoretical experience for other rural areas to strengthen rural cadres to promote rural revitalization.
