The aim of this thesis is to analyze policies and approach and their effect on private and public incubator programs in Israel.In this analysis,a division of the public and private sector will occur.This thesis will also review the concept of innovation and entrepreneurial passion due to the fact that it is a key component for the vast incubator programs phenomena in Israel.Statesponsored technological incubators are subject to the laws of the Office of the Chief Scientist,whereas private incubators which also operate in Israel established by private bodies and free of the conditions and regulations that government incubators are obligated to comply with.This thesis analyzes the influence of Israel's incubator policies and will try comparing their effectiveness.The methodology consists of four case-studies,qualitative analysis of two private sector incubators and two of the public sector incubators,government policies regarding incubation initiative and a survey.Therefore,the results expose if the incubator policies are effective for public incubators in Israel and also reveal how existing policy frameworks affects on the encouragement of the state for technological innovation.In conclusion,this thesis focuses on technological innovation and the encouragement of the Government and the Innovation Authority,formerly the Chief Scientist.Concepts such as technological incubators,incentives for start-ups will be outlined.This research hopes to provide a clear insight of the effectiveness of the existing policies regarding incubation programs and seeks to recommend a change in policies,due to the fast-growing phenomena of the establishment of incubators in the Start-up Nation.
