Research On Police Reform Of Police Stations From The Perspective Of Urban Meticulous Management

With the continuous promotion of urban fine management and comprehensive deepening of public security reform,the public security police station in the front line of urban management is facing many practical difficulties and problems that need to be solved urgently.The urban fine management idea puts forward higher requirements for the public security police station as a comprehensive combat entity,but the current police function,police mode,team management and other aspects of the police station.It can not meet the overall goal.The police reform for the police station can improve the efficiency of law enforcement,management level and service quality of the whole public security department,so as to promote the city's fine management in many aspects such as safety,population,transportation,etc.I have worked in the front line of the police station for many years,trying to study the police reform of the police station systematically by mastering the relevant theoretical knowledge in MPA learning and combining with the actual situation.In this paper,Shanghai HQ police station is taken as a case study.By using the methods of case study,questionnaire survey and interview,the author first searches and consults the relevant literature to understand the research status in the field of domestic and foreign police station reform and urban fine management,and takes the existing research results as reference materials.Secondly,the author makes a case analysis of the current situation of Shanghai HQ police station reform,combining with the questions.The first-hand materials obtained in the investigation mainly diagnose and summarize the problems in the police reform and the causes of the problems;finally,in view of the existing problems and causes,combined with relevant theories,put forward some countermeasures and suggestions on the police reform of the police station.In the case study of the police reform of Shanghai HQ police station,this paper finds that there are some problems in the police reform,such as unreasonable organizational structure,deviated service functions,low recognition of police process reengineering,and the quality of police work failing to meet the expectations of the masses.The main reasons for these problems are: ideological deviation,incomplete police process reengineering,collaborative governance.There are six aspects: low management level,lack of supporting mechanism,unmatched ability and quality of police,and poor communication between police and people.Therefore,this paper puts forward six suggestions on how to solve the problems in the reform and make the police station adapt to the requirements of urban refined management,that is,to clarify the functions of the police station and realize the refined division of labor;to comprehensively analyze the current situation and rebuild the police process;to strengthen the construction of rule of law,intelligence and standardization and improve the efficiency of police service;to mobilize social forces and carry out coordinated governance;to optimize Police force allocation,enrich the grass-roots forces;smooth communication between the police and the people.
