Development is the top priority,and talent is the first resource.The "Thirteenth Five-Year Plan" period was in the decisive stage of building a well-off society in an all-round way.Competency theory has been studied abroad for a long time and has a large number of research results.In China,the research on competency is relatively late.This paper explores how D City constructs the competency model of civil affairs system personnel,and attempts to introduce it into the specific links of civil servant professional ability improvement,which has certain innovation,not only enriches the field of domestic competence research.It also expands the development direction of the civil servant's professional ability.The civil service is an important part of the talent system in China.In addition to the universal characteristics of human resources,civil servants are also more political,organizational and disciplined.Therefore,in the critical period,the improvement of the professional ability of the civil service is particularly important.This paper combines the status quo of the D civil affairs system to study the introduction of competency into the D civil affairs system,with a view to improving the professional ability of the civil affairs system personnel.The competency-based civil servant professional ability improvement research system can improve the effectiveness of work ability assessment,and it is also a long-term mechanism for civil servant professional ability improvement.In-depth study of civil servant professional ability improvement is a powerful guarantee for building the core competitiveness of the government and other public service departments and providing impetus for building a well-off society in an all-round way.China's civil affairs shoulders the responsibility of "helping the elderly,the disabled,the solitary and the poor." We need to build a civil service team with excellent style and diligent government.The expectation,therefore,only accelerate the study of the pace of civil servant professional ability improvement,in order to adapt to the needs of the era of civil servant competence.Through the research of this article,I hope to play a certain reference role in the improvement of the professional ability of civil servants in D civil affairs department.
